"These matters are too important to be left to an internal Department of Transportation investigation," said Families of September 11 President Carie Lemack, whose mother, Judy Larocque, died on Flight 11, which hit the first World Trade Center tower not long after departing Boston. Larocque, 50, was founder and CEO of Market Perspectives in Framingham, Mass. The FAA memo, as first reported yesterday by WorldNetDaily, reports in detail a shooting incident aboard Flight 11 in which one of the hijackers allegedly killed a passenger seated in business class with a single bullet. The document was written on Sept. 11 and sent to top FAA officials. The FAA has told WorldNetDaily.com that the initial account of a gun aboard the plane was wrong, and was corrected in a subsequent draft. But Steve Elson, a former FAA airport-security inspector and Red Team member, doubts it was written in error. He says the memo was generated late afternoon on Sept. 11 by the FAA Emergency Operations Center and "hand-delivered" to FAA Administrator Jane Garvey. He claims to know the author, and trusts its accuracy. September 11 Initially the official designation of "terrorist attacks" made it difficult to discern a pattern. There were three major securities brokers in the World Trade Center: Cantor Fitzgerald, Eurobrokers and Garbon Inter Capital. On the morning of September 11, Flight 11 hit the North Tower at 8:46 right below the floors on which Cantor Fitzgerald was situated. Cantor Fitzgerald as the largest securities dealer in the US was probably the primary target. Shortly thereafter a massive explosion went off under the FBI offices in the North Tower on the 23rd floor, Garbon Inter Capital on the 25th floor, and in the basement of Tower 1. The explosion caused the 22nd through 25th floors above to collapse into an inferno. Fires were reported on the 22nd floor at 8:47. Shortly, thereafter, at 9:03, Flight 175 hit the South Tower right below the floors on which Euro Brokers was situated. In all three cases, the explosive, fiery destruction consumed the offices in the several floors above. At 9:37 Flight 77 hit the Pentagon, targeting one of the few offices that had been moved in the newly remodeled section of the Pentagon: the Office of Naval Intelligence, which had been investigating the financial transactions linked to the securities being managed by those security dealers in the World Trade Center that were targeted. 41% of the fatalities in the Twin Towers came from two companies that managed U.S. government securities: Cantor Fitzgerald and Eurobrokers. 31% of the 125 fatalities in the Pentagon were from the Naval Command Center that housed the Office of Naval Intelligence. 39 of 40 Office of Naval Intelligence employees died. In the vaults beneath the World Trade Center Towers, any certificates for bonds were destroyed. Building 7 was evacuated somewhere between 9:00 and 9:30. Fires and explosions spontaneously began at multiple locations inside the building prior to the collapse of either Tower. This observation contradicts the official explanation that the fire started when objects from the collapsing towers caused the fires to ignite. The Building ultimately was destroyed in what many unofficial observers now believe was a controlled demolition. Building Seven housed several agencies critical to investigation of financial crimes. In the midst of all this, Building 6 was destroyed by explosions from within. Building 6 was home to the U.S. Customs agency and the El Dorado Task force, which was responsible for coordinating all major money-laundering investigations in the U.S. In the immediate aftermath of September 11, these groups would be redirected to investigate terrorist financing. The Office of Naval Intelligence in the Pentagon, which sustained a direct hit from an airliner that day, was without a doubt, a target pinpointed for destruction. The attacking aircraft went through intricate manoeuvres in order to hit the west side of the Pentagon, The flight path approach shows that the attacking aircraft passed almost directly over the White House, bypassing what should be considered a primary target for a "terrorist attack" instead of a supposedly empty section of the Pentagon. The planes that hit the South Tower also manoeuvered in the last moments to hit their exact target. On the same day, (September 11) the Securities and Exchange Commission declared a national emergency and for the first time in U.S. history invoked its emergency powers under Securities Exchange Act Section 12(k) and eased regulatory restrictions for clearing and settling security trades for the next 15 days. These changes would allow an estimated $240 billion in covert government securities to be cleared upon maturity (September 12th) without the standard regulatory controls around identification of ownership. While most media reports defer to the U.S. government contention that Osama Bin Laden was behind these attacks, foreign media provided reports suggesting that the “real power” behind Al Qaeda was unknown. As shall be seen, the financial power behind the attack is the same power that created these securities, and the same power as that which founded Al Qaeda. The Background In order to understand why the ongoing Federal investigations into the crimes funded by those securities needed to be ended or disrupted by destroying evidence in Buildings 6, 7 and 1, it is necessary to understand how the $240 billion in covert, and possibly illegal government funding, could have been created in September 1991 and also to know the background of 50 years of history of key financial organizations in the United States, where U.S. Intelligence became a key source of their off-balance sheet accounts. The covert securities used to accomplish the original national security objective had ended up in the vaults of the brokers in the World Trade Centre, were destroyed on September 11, 2001, the day before they came due for settlement and clearing. Either a key group of senior National Security officials, who had participated in the victory of the economic cold war in 1991, considered the deaths and destruction as ‘collateral" damage to hide the existence of the covert activities or the destruction constituted a cover-up of continued lawlessness by a fraternity or brotherhood of businessmen and criminals that has remained in the shadows ever since. The Origins of the World Trade Centre Attack Most historians track the history of September 11th to 1998 when Osama Bin Laden declared a fatwa or jihad against the U.S., and the terrorist “Hamburg Group” led by Mohammed Atta reportedly “offered” it’s services to Al Qaeda. However, the history which defines the motives for the September 11 attacks goes much further back. The answers to the questions surrounding the cause of the WTC attack will be found in events during the presidency of George H.W. Bush and earlier. Insight into the activities of that period are cloaked by the Executive Order of George H.W. Bush’s son, President George W. Bush, who on November 1, 2001 issued Executive Order 13233. As a result public records which might have shed light on the activities of 1990 and 1991 remain shielded from public access. Consequently the reconstruction of events from the late 1980s and early 1990s is based on news reports, books and articles. What the public record suggests is that with the beginning of the first Bush Presidency in 1989, George H.W. Bush initiated a programme of covert economic warfare to bring about the collapse of the Soviet Union. The name of this programme appears to be Project Hammer - a multi-billion dollar covert operation, whose investments remain shielded. There is reason to believe that the plan was initially formulated by Reagan’s CIA Director, William Casey. Many of the programme operatives were probably engaged through official CIA and National Security channels. However, as a result of the experience gained by the Bush cabinet and its private sector counterparts during the secretive Iran-Contra and Ferdinand Marcos gold operations, the execution of that programme would be accompanied by a new assumption that the use of covert and illegal funding for a policy not approved by Congress would remain acceptable. The Source of the Funds Numerous sources have documented that at the end of World War II, the treasury of the Japanese Empire was discovered in the Philippines by Edward Lansdale a member of the staff of General Charles Willoughby, who was General MacArthur’s chief of Intelligence. Lansdale and Severino Garcia Diaz Santa Romana tortured Major Kojima Kashii, General Yamashita Tomoyuki’s driver, until he revealed the sites of the gold. Then known as the "Golden Lily Treasure", this mass of wealth had been accumulated by the Japanese over fifty years from the pillaging of Southeast Asia and China by its army and had been deposited in the Philippines due to the U.S. submarine blockade of Japan. Reports vary, but documents in the public domain suggest the recovered treasure was in excess of 280,000 metric tonnes of gold. Lansdale briefed Assistant Secretary of War John J. McCloy about the findings, and a U.S. Cabinet-level decision was made to confiscate the gold and cover-up its discovery. The gold would be added to the Black Eagle Trust fund which took its name from the Nazi Black Eagle stamped on the gold bars confiscated from the Reich and was the original source of funding for the trust. Over the years, the significance of the Nazi gold would pale in comparison to the confiscated Japanese treasure. As the fund grew, it was distributed in private accounts across the globe in over 100 banks, and administered by General Earle Cocke. Lansdale and Santa Romana were made responsible for recovery of the treasure. They fabricated a “Communist Revolution” by the Hukbalahak rebels in order to confiscate the land where much of the gold was buried, and proceeded to mine it. The Yamashita gold would become the cornerstone of the Black Eagle Fund, from which many covert operations of the U.S. intelligence would be funded. Under international law the gold should have been either returned to the countries from which it was stolen (as was done with the Nazi gold), or should have been incorporated into the U.S. Treasury. The U.S. Government’s continued efforts to stifle news on this matter provides prima facie evidence that the confiscation of this gold was illegal. The men responsible for initiating and executing the confiscation of Nazi and Japanese treasury gold represent the most senior Intelligence officers in the U.S. and Britain at the end of World War II, and the Cabinet of the President of the United States. The financial institutions represented by these individuals would become the major financial banks in the world, along with the Swiss-German banks where they hid their gold. Lansdale’s operation in the Philippines gave birth to most of the common features of modern covert operations for the U.S.Intelligence and initiated a bond between the US intelligence organizations and the Israeli intelligence. He also set precedents for the Intelligence community to retain the services of organized crime on U.S. soil and to use drug running as a way of financing activities, The covert operations funded by the Black Eagle Trust in the 1960s and 1970s became visible stains on the global image of the U.S. despite all efforts to keep them under cover. In an effort to clean house, President Jimmy Carter would order the retirement of over 800 covert operatives. Many of these operatives would move into private consulting and security firms and be employed as subcontractors for covert operations. Thus began a loose association of private operatives that would be referred to as “the Enterprise” in the years to come. George H.W. Bush, having been CIA Director, had many acquaintances in this group, and would work with them to restore their influence and control over U.S. foreign policy and the foreign investment opportunities it created for their benefit. Meantime Ferdinand Marcos, the pro-U.S. dictator of the Philippines, continued to discover even more of the buried treasure. and had started to sell it on the market during the 1970s with the assistance of Adnan Khashoggi. US Intelligence operations had been siphoning off the gold for three decades. However in 1986 Vice President George Bush took over the gold from Marcos and the gold was removed to a series of banks, notably Citibank, Chase Manhattan, Hong Kong Shanghai Banking Corporation, UBS and Banker’s Trust, and held in a depository in Kloten Switzerland. What happened to the Marcos gold after it was confiscated by U.S. agents in 1986 has never been reported, but throughout the early 1990s, the world gold market would be befuddled by the mysterious appearance of thousands of tonnes of gold which appeared to suppress the price of gold. In South east Asia operations were financed through Nugan Hand Bank in Australia which would be one of the many banks used for transferring the Marcos gold from the Philippines into covert operations. Frank Nugan’s family ran the primary supply shipping operation between the U.S. Navy base in the Philippines and Australia. Frank Nugan's business partner, Peter Abeles, and Henry Keswick, together with Canadian businessman Peter Munk, would link with Adnan Kashoggi, Sheikh Kamal and Edgar Bronfmann in a series of operations which ultimately would evolve into Barrick Gold. In 1992, George H.W. Bush served on the Advisory Board of Barrick Gold. The Barrick operation would create billions of dollars of paper gold by creating ‘gold derivatives’. A major distribution channel for the sale of Barrick’s gold futures would be Enron. Enron would also become the vehicle by which oil and gas contracts from the former Soviet Union (vehicles for Soviet money-laundering) were processed. Barrick, which has no mining operations in Europe, used two refineries in Switzerland: MKS Finance S.A. and Argor-Heraeus S.A. – both on the Italian border near Milan, a few hours away from the gold depository in Zurich. The question that Barrick and other banks needed to avoid answering is: what gold was Barrick refining in Switzerland, as they have no mines in that region? Barrick would become a quiet gold producing partner for a number of major banks, and its activities became subject to an FBI investigation into gold-price-fixing. The records on this investigation were kept in the FBI office on the 23rd floor of the North Tower which was destroyed by bomb blasts shortly before the Tower collapsed. The ultimate destination of the "Golden Lily Treasure", and the source of the ‘loaned’ gold that flooded the market for 10 years has never been officially explained. The records of many of those transactions disappeared when Enron collapsed and the trading operation and all its records were taken over by UBS, another major recipient of Marcos gold. The FBI was reportedly conducting an investigation into those transactions, and the investigation files were kept on the 23rd floor of the North Tower of the WTC. A review of the personal accounts of September 11 now suggests that office was deliberately targeted with explosives prior to the collapse of the WTC. Another key player in the Marcos gold was Banker’s Trust, which was taken over by Alex Brown & Sons, after Banker’s Trust floundered financially on its Russian loans in the mid 1990s. These Russian loans were facilitated by Enron, starting in August of 1993, and very possibly were part of the Project Hammer takeover of Soviet industry. Amongst those brought into the picture by the involvement of Alex Brown was J. Carter Beese who was Executive Director of the CIA at the time of September 11. He was appointed by George H.W. Bush to the board of directors of the Overseas Private Investment Corporation in 1992. Since 1992, OPIC has provided more than $4.5 billion in finance and insurance to more than 140 projects in Russia. He was also Chairman of Riggs Bank and also President of Riggs Capital Partners. Riggs controlled the famous Riggs-Valmet consultants who set up the international financial apparatus for the Russian oligarchs and rogue KGB allowing them to steal the Soviet treasury and destroy the Russian economy. Carter Beese’s death was reported as a suicide in 2006. It appears that in September 1991, George H.W. Bush and Alan Greenspan did indeed finance $240 billion in bonds in a buy-out of the Soviet Union as part of a broader programme to attack the economy of the Soviet Union. In addition President George H.W. Bush had initiated a number of related covert operations to take over certain sectors of the Soviet economy, The covert business dealings with the Iranians and Israelis which originated with Kashoggi and Kimche in July 1980 in Hamburg under the October Surprise arrangement, would provide an opening to the Soviet KGB that would allow the U.S. to fund a coup against Gorbachev in 1991. It would grow into a larger covert operation over the years, and be overshadowed by the larger Iran-Contra operation. Members of Bush’s covert intelligence cadre sold weapons to Iran, an avowed enemy of the U.S., and illegally used the profits to continue funding anti-Communist rebels, the Contras, in Nicaragua. The entire Iran-Contra operation almost fell apart in 1986 and became public when the Nicaraguan government shot down a U.S. plane carrying weapons to the Contra rebels However the Iran-Contra team continued to violate the law even while being investigated by Congress. Emboldened by the lack of consequences for subverting the U.S. constitution and breaking international law during the Iran-Contra scandal, the Bush administration group known as “the Vulcans” planned a bigger drive to crush Soviet Russia. The programme also seems to have lined the pockets of the individuals that executed this policy, at US taxpayer expense. This was done to the tune of the $240 billion dollars in covert and allegedly illegal bonds, which appear to have been replaced with Treasury notes backed by U.S. taxpayers in the aftermath of September 11. The Vulcan’s Covert Economic War on the Soviet Union In 1988, Riggs Bank, under the direction of Jonathan Bush and J Carter Beese, would purchase controlling interest in a Swiss company named Valmet. In early 1989, the new subsidiary of Riggs called Riggs-Valmet would initiate contact with a group of KGB officers and their front-men to start setting up an international network for moving money out of the former Soviet block countries. In the first phase of the economic attack on the Soviet Union, George Bush authorized Leo Wanta and others to destabilize the ruble and facilitate the theft of the Soviet/Russian treasury. This would result in draining the Russian treasury of between 2,000 to 3,000 tonnes of gold bullion, ($35 billion at the time). This step would prevent a monetary defence of the ruble and thus destabilize the currency. The gold was ‘stolen’ in March of 1991, facilitated by Leo Wanta and signed off by Boris Yeltsin’s right hand man. The majority of the leaked reports from the CIA and FBI suggest the theft of the Russian treasury was a KGB and Communist party operation, but what those reports omitted was the extensive involvement of Boris Yeltsin, the U.S. CIA and the U.S. banking industry. In November 1989 George H.W. Bush appears to have arranged for Alton G. Keel Jr, a minor player in the Iran-Contra scandal to go to work at Riggs Bank, which would become the controlling owner of a small Swiss bank operation known as Valmet. The Riggs-Valmet operation, would become the ‘consultants’ to the World Bank and to several KGB front operations run by future Russian oligarchs Khordokovsky, Konanykhine, Berezovsky and Abromovich. These soon-to-be Russian oligarchs had been set-up as front men by KGB Generals Aleksey (Alexei) Kondaurov; and Fillipp Bobkov, who previously reported to Victor Cherbrikov, who worked with Robert Maxwell, a British financial mogul, an Israeli secret service agent, and a representative of U.S. intelligence interests, who had been introduced to George Bush in 1976 by Senator Tower for the sole purpose of using Maxwell as an intermediary between Bush and the Soviet Intelligence. Maxwell assisted Cherbrikov in selling military weaponry to Iran and the Nicaraguan Contras during the course of the Iran Contra deals, and made hundreds of millions of dollars available to Cherbrikov’s Russian banks. These two would bring a previously unknown politician and construction foreman named Boris Yeltsin from the hinterlands of Russia to the forefront of Russian politics through providing 50% of Yeltsin’s campaign funding. In the second phase, there were two major operations: the largest was coordinated by Alan Greenspan, Oliver North, and implemented by Leo Wanta. George Soros and a group of Bush appointees who began to destabilize the ruble. They are accused of fronting $240 billion in covert securities to support the various aspects of this plan.These bonds were created (in part or in whole) from a secretive Durham Trust, managed by ex-OSS/CIA officer, Colonel Russell Hermann. This war chest had been created with the Marcos gold. Shortly before the attempted coup of 1991, Maxwell met Kruchkov on Maxwell’s private yacht. Shortly afterwards, Maxwell died mysteriously on his yacht while Senator Tower died in a plane crash under suspicious circumstances in April of 1991. In the meantime, Riggs Bank was quickly solidifying banking relations with two of the old Iran-Contra scandal participants: Swiss bankers Bruce Rappaport, and Alfred Hartmann. Through this group George Soros opened a second front assault on the ruble. It is at this stage of the operation that three more groups would be brought into the plan by Rappaport and Hartmann: The Russian Mafiya, the Israeli Mossad, and the Rothschild family interests represented by Jacob Rothschild. Soros and Rappaport would ensure that the Rothschild financial interests would be the silent backers for a number of the undisclosed deals. The Rothschild interests would also be seen on the board of directors of Barrick Gold. In the fourth phase of the secret war, the Enterprise worked on several fronts to take over key energy industries. On the Caspian front of this economic war, James Giffen was sent to Kazakhstan to work with President Nazarbayev in various legal and illegal efforts to gain control of what was estimated to be the world’s largest untapped oil reserves - Kazak oil in the Caspian. The illegal flow of money from the various oil companies would reach a number of banks. These same oil interests would engage March Rich and the Israeli Eisenberg Group, owned by one of the Mossad’s key operatives, Shaul Eisenberg, to move the oil. (The Eisenberg Group would at some point own almost 50% of Zim Shipping, which mysteriously and inexplicably moved out of the World Trade Center a few weeks before the September 11 attacks.) Like the other events linked with Project Hammer, the coup was all about the money. The coup began the dissolution of the Soviet Union and the beginning of the reign of Boris Yeltsin and his ‘family’ of Russian Mafiya Oligarchs, and President Nursultan Nazarbayev of Kazakhstan. In the final phase, a series of operatives assigned by President George H.W. Bush would begin the takeover of prized Russian and CIS industrial assets in oil, metals and defence. This was done by financing and managing the money-laundering for the Russian oligarchs through the Bank of New York, AEB and Riggs Bank. A closer look at other activities leading up to these phases makes it clear that is was a U.S. orchestrated intelligence effort from the beginning. The economic war involved Gerald Corrigan of the NY Federal Reserve Bank, George Soros, an international currency speculator who was responsible for crashing the British pound a few years earlier, former Ambassador to Germany R. Mark Palmer, and Ronald Lauder-financier and heir to the Estee Lauder estate. Palmer and Lauder would lead a group of American investors in an Operation called the Central European Development Corporation, and combine forces with George Soros and the NM Rothschild Continuation Trust. This group ending up controlling Gazprom, the Russian natural gas giant, while the Riggs group ended up controlling Yukos, the oil giant. Ownership for both remains largely ‘hidden’ today, while its front men endure the hardships of the Russian wrath by spending time in prison. Meanwhile, across the Caspian Sea, Bush had assigned a wide array of former Iran-Contra operatives to take a role in Azerbaijan. Initially, he sent in the covert operatives Richard Armitage and Richard Secord who worked with their old colleague from the Mossad, David Kimche, and their old arms running colleagues Adnan Kashoggi and Farhad Azima to hire, transport, and train several thousand Al Qaeda mercenaries to fight on behalf of the Azeri freedom fighters! Osama Bin Laden was reported to have been part of this mercenary force. The September 11th Cover-up of the Black Eagle Trust and Project Hammer Ten years later in 2001, these programmes had finally come back to haunt the U.S. policy makers. Most, if not all of these programmes appear to have stepped outside of the boundaries of the law. As a result, investigative agencies from Britain, Switzerland, Russia, Kazakhstan and the Philippines were putting pressure on Congress and the U.S. Department of Justice to open up the accounts in the banks used to finance these covert activities. Pressure was being put on the Swiss banking cartel to open its bullion records to public scrutiny. Full disclosure by these banks during an investigation would have resulted in a major exposure of U.S. Government complicity in some of the greatest financial frauds of the 1980s and early 1990s as well as 50 years of gold bullion theft by numerous U.S. and British government agencies. Moreover, investigation into these accounts would disclose a National Security secret known as the Black Eagle fund, and virtually every covert operation since World War II. Bringing an end to these investigations and preventing this disclosure was the sole objective for the destruction of the WTC and Pentagon. These investigative and legal pressures began to accumulate in 1997, and in February 1998, Osama Bin Laden declared his fatwa, and Atta started planning the September 11 attacks. With the bonds out in the market, they had sat for ten years, like a ticking time bomb. At some point, they had to be settled - or cashed in, on September 12, 2001. The two firms in the U.S. most likely to be handling them would be Cantor Fitzgerald and Eurobrokers – the two largest government securities firms in the U.S. The federal agency mostly involved in investigating those transactions was the Office of Naval Intelligence. On September 11 those same three organizations: the two largest government securities brokers and the Office of Naval Intelligence in the US took near direct hits. What happened inside the buildings of the World Trade on September 11 is difficult, but not impossible to discern. The government has put a seal on the testimony gathered by the investigating 911 Commission, and instructed government employees to not speak on the matter or suffer severe penalties, but there are a number of personal testimonies posted on the internet as to what happened in those buildings that day. Careful reconstruction from those testimonies indicates the deliberate destruction of evidence not only by a targeted assault on the buildings, but also by targeted fires and explosions. In the event that either the hijacking failed, or the buildings were not brought down, the evidence would be destroyed by fires. Even more revealing would be the actions of the Federal Reserve Bank and the Securities and Exchange Commission on that day, and in the immediate aftermath. As one of many coincidences on September 11, the Federal Reserve Bank was operating its information system from its remote back-up site rather than it’s downtown headquarters. The SEC and Federal Reserve system remained unfazed by the attack on September 11. All of their systems continued to operate. The two major security trading firms had their trade data backed up on remote systems. Nevertheless, the Commission for the first time invoked its emergency powers under Securities Exchange Act Section 12(k) and issued several orders to ease certain regulatory restrictions temporarily. On the first day of the crisis, the SEC lifted “Rule 15c3-3 -Customer Protection--Reserves and Custody of Securities,” which set trading rules for the certain processes. Simply GSCC was allowed to substitute securities for the physical securities destroyed during the attack. Subsequent to that ruling, the GSCC issued another memo expanding blind broker settlements. A “blind broker” is a mechanism for inter-dealer transactions that maintains the anonymity of both parties to the trade. The broker serves as the agent to the principals' transactions. Thus the Federal Reserve and its GSCC had created a settlement environment totally void of controls and reporting – where it could substitute valid, new government securities for the mature, illegal securities, and not have to record where the bad securities came from, or where the new securities went – all because the paper for the primary brokers for US securities had been eliminated. This act alone, however was inadequate to resolve the problem, because the Federal Reserve did not have enough “takers” of the new 10 year notes. Rather than simply having to match buy and sell orders, which was the essence of resolving the “fail” problem, it appears the Fed was doing more than just matching and balancing – it was pushing new notes on the market with a special auction. If the Federal Reserve had to cover-up the clearance of $240 Billion in covert securities, they could not let the volume of capital shrink by that much in the time of a monetary crisis. They would have had to push excess liquidity into the market, and then phase it out for a soft landing, which is exactly what appears to have happened. In about two months, the money supply was back to where it was prior to 9/11. It was the rapid rotation of the securities settlement fails in the aftermath of September 11th that appears to have allowed the Bank of New York and the Federal Reserve to engage in a securities refinancing that resulted in the American taxpayer refinancing the $240 billion originally used for the Great Ruble Scam. The reports published by the Federal Reserve argue that the Federal Reserve’s actions increasing the monetary supply by over $300 billion were justified to overcome operational difficulties in the financial sector. What appears to be the case is that the Federal Reserve imbalances reported on three consecutive days in the aftermath were largely concentrated at the Bank of New York, which is reported to represent over 90% of the imbalance, suggesting the Bank had been the recipient of massive fund transfers, and unable to send out transfers.This supposedly was due to major communication and system failures.In fact, none of the Bank of New York's systems failed or went non-operational. The Wall Street Journal reported: "There is every reason to believe activities in the Bank of New York in the aftermath of September 11th are worthy of suspicion..... At one point during the week after September 11, the Bank of New York publicly reported to be overdue on $100 billion in payments.” It suggests that certain key unknown figures in the Federal Reserve may have been in collusion with key unknown figures at the Bank of New York to create a situation where $240 billion in off balance sheet securities created in 1991 as part of an official covert operation to overthrow the Soviet Union, could be cleared without publicly acknowledging their existence.These securities, originally managed by Cantor Fitzgerald, were cleared and settled in the aftermath of September 11th through the Bank of New York. The $100 billion account balance bubble reported by the Wall Street Journal as being experienced by the Bank of New York was the tip of a three-day operation, when these securities were moved from off-balance-sheet to the balance sheet. Al-Jazeera was not a coward either as it aired what Bin Ladin had to say as he claimed responsibility for what had happened and when he promised further attacks, a promise he indeed kept. All the hypocrites and those with a sick mind rushed to announce their allegiance to America as they shook before George W Bush's rage and violent anger. Those were the people who opened their cells, detention camps, and airports to America to enable it to run after all the suspects, [arrest them] and transfer them to its jails and the jails of the volunteers who were trembling in fear of America. Many of those people were Arabs whose allegiance to the empire knows no boundaries, even if they were sometimes advocates of pan-Arabism or held left-wing views. The flames have been put out and the towers have disappeared from the surface of the earth; a memorial has been built on the spot where they once stood and it is visited by Americans and others to remember if they have hearts or if they were listening as witnesses. But has the pain which Bush and his myrmidons caused and are still causing died out, despite the change of colours and faces in the White House? Senior US journalists and members of the US Congress often visited Al-Jazeera and they used to ask us why we were airing Bin Ladin's tapes and why Al-Jazeera was taking a line different from that taken by most newspapers and [other] media in the world which had raised the banners of anti-terrorism and replaced the code of ethics of journalism with the laws of American patriotism; and yet we swore to respect that code by offering balanced [reporting] and varied opinions and by presenting accurate reports. This is the illusion which pro-Zionist media have planted in their minds although some of them are convinced in their hearts that the bias towards Israel does shape Arab awareness, not only about the stand of the United States but also about the stands of all the western countries. Until the Americans and the West in general realize this the Arabs will not trust America and will not change their misgivings about it. Some of our visitors said, in reply to this, that what the Arab rulers were saying to the Americans when they met them behind closed doors was different as those rulers tell the Americans that the Arab peoples trust the United States and look up to it and that the Palestinian issue is a Palestinian matter and is no longer a pan-Arab issue. I do believe those Americans because the rulers who are cut off from their peoples and who cling to their seats, even if they do so by shedding innocent blood, cannot be excused for anything, and no one in Sanaa, Damascus, Tripoli [in Libya], and before them Tunis and Cairo, has any doubts about that. If I were an American, I would ask George Bush Jnr the following question: Has the situation in the empire returned to what it was prior to the events of 9/11 and prior to the war on terror which followed? Where are you Mr President? You live on the family ranch in Texas and you sleep soundly. Let me ask you naively, as I may be accused of naivety by some of those who believe in the need for cruelty and tyranny in the world of politics, how do you sleep? Or rather, how do the leaders of the conservative right who led you to your war, and whom you did not lead since it was clear that you had the lowest intellectual and linguistic abilities of all those who ruled America before you, sleep? What were the consequences of your war on terror? Let us start from inside America itself to try and reply. There is a stifling financial crisis and an economy wrestling with recession, and had it not been for the debts which are keeping the Treasury alive the economy would have sunk into a recession worse than the 1929 recession, at a time when America was truly the land of perpetual dreams and a promising future. Yet, you had inherited, Mr President, from Bill Clinton a Treasury which had a surplus estimated at five trillion dollars, which had accumulated following the end of the cold war and the demise of the Soviet Union. Did you, Mr President, ever expect, even in a dream, to see one day Americans pitching, in public parks, tents similar to the tents where Palestinians live, or to see Americans who are unable to find anyone to help them save their homes from the claws of provident funds or banks? And did you ever expect to see Americans so divided over your election for a second term, or see the situation get so bad that accusations of fraud were made, prompting a recount of the votes as if America was a Third World country? As for the world which America turned into its own world in the 20th century and took it upon itself to keep as such in the 21st century, just look around you: [America is facing] a dilemma in Iraq as it prepares itself to withdraw from that country after nearly 5,000 of its soldiers were killed and 30,000 were wounded; and if it had not been for the tribal chiefs and their awakening councils of ill fame and renown in the regions of Iraq which still put up resistance, it would have been you who would have ordered the withdrawal of US troops and not Barack Obama who has been burdened with your legacy. In Afghanistan, to which you rushed believing that it would be a picnic and a fun party punctuated by the sound of the bombing, your empire is now facing the defeat which previous empires had faced on Afghan soil; and if you were in any doubt you do not measure up to Alexander the Great, the epicures of Persia, the British or the Soviets; and one empire falls victim to Afghanistan in every century. As for Israel, which you exonerated of all sins or aggressions, see how its weakness is tied to the weakness of your empire; and the wars of Lebanon and Gaza are two such recent examples. As for those Arab rulers to whom you and all US Presidents were giving any orders you wanted, look at them as they find almost no refuge, cave, or bed where they can hide as their peoples issue fair rulings against them. Ten years ago, the writers and journalists who had been paid off, attacked, bleating and wailing, all those who did not bow to Bush's might and his huge military machine, and the world stood still, unable to do anything, apart from the Taleban fighters who had been accused of being backward and who yet continued to fight with all they could muster or with what they had left from the time their country was occupied [by the Russians]; and here they are now reversing the spell cast by the sorcerer and turning it against him. I wonder what would have happened if all Iraqis had basically decided to join the resistance and if those who had chosen that path had not been stabbed in the back by their own people. Ten years ago, and for the past 15 years, Al-Jazeera has been the only channel to carry reports and show pictures of the resistance operations and to defend a balanced press. Many Arabs who were afraid of being hit by a calamity from the West chose to run to it [for protection]; and some even incited [the West] to bomb us, in the hope of gaining its approval. Channels and corporations emerged and they were not ashamed of acting as a mouthpiece for the West and for America itself, and the line they have adopted runs counter to the nation and its interests. Our western and American visitors did not want us to use the word martyr when talking about those who had been shot dead by the Israeli occupation [forces]; and their example was followed by the Arabic-speaking channels which were complicit with them; and they condemned us at their forums because we were using that word. Did Dick Cheney and Donald Rumsfeld, and the other neo-con myrmidons of the American Right, and their Arab followers, believe that 10 years after the smoke rose from the two towers of the World Trade Centre and after the war on terror was launched, the world would be different from the one they had shaped and planned for? They had planned for a Middle East which is complicit with them and in which the Palestinian cause is liquidated; thus, the train of the so-called peace reached a deadlock despite the enthusiasm of the Palestinian negotiators on board. They planned for an Arab world which would continue on the path of submission and obedience but that world is now in revolt. They planned for another century of US supremacy but this is now slipping out of their hands as the centres of power are moving from the West to the East. These theories, increasingly popular among American right-wing extremists, white supremacists, and in the Arab and Muslim world, claim that Israel, not Osama bin Laden, was behind the horrible events of 9/11. • These theories are a new spin on centuries-old allegations charging that Jews manipulate and control world events for their own benefit, and are willing to wreak havoc on the world in order to gain power. Conspiracists circulating these theories argue that the 9/11 attacks fit into the pattern of deception, manipulation, and evil that has been the Jews' "trademark." • The conspiracy theories, in conjunction with the Internet, have facilitated an unprecedent- ed cross-fertilization of anti-Semitic ideas between European and American anti-Semites on one hand, and Muslim and Arab anti-Semites on the other. • Both anti-Semitic and non-anti-Semitic 9/11 conspiracy theories have grown to such an extent that they form a virtual industry that includes books, pamphlets, videotapes, Web sites and speakers. The white supremacist Creativity Movement (under their former name World Church of the Creator), for instance, published "The Truth about 9-11: How Jewish Manipulation Killed Thousands." The anti-Semitic American Free Press published a 60- page report with a similar theme, entitled, "Did Israeli Spies Have Advance Knowledge of the 9-11 Attacks?" Future Impact • These conspiracy theories are likely to form the basis of a new anti-Semitic canard that will linger for decades and be used to demonize Jews and Israel. They allow anti-Semites to blame Jews for the worst terrorist act ever committed and to blame them as well for its consequences, including military actions. Allegations of Jewish culpability in the 9/11 attacks may even be used as justification for future acts of anti-Semitic violence. • Although anti-Semitic conspiracy theories have not been accepted in mainstream circles in the U.S., this is not the case in the Arab and Muslim world where there is considerable belief that Jews and Israel are behind the 9/11 attacks. I. Anti-Semitic Basis of 9/11 Conspiracy Theories • Anti-Semitic conspiracists claim that the 9/11 attacks were actually carried out by Israeli agents, who they allege are the only ones with enough cunning and wickedness to com- mit such an act. • Their theories bring the Protocols of the Elders of Zion into the 21st century, updating a familiar theme: that Jews are inherently evil and have a "master plan" to rule the world. II. Far-right extremists exploit 9/11 theories • White supremacist and neo-Nazi groups adopted anti-Semitic 9/11 conspiracy theories because the theories confirm their belief in the inherent evil of Jews. • Those who didn't blame Israel and the Jews directly for the attacks adopted conspiracy theories claiming that Israel knew about the attacks in advance because of spying opera- tions in this country and did nothing to stop them, thus pointing to what they said was Israel's — and the Jews' — betrayal of the United States. • These groups promoted the theories to convince the American public that hatred of Jews is justified, and to strengthen their membership and galvanize potential recruits to take action. III. Categories of Anti-Semitic 9/11 Conspiracy Theories The exchange of ideas between far-right extremists and certain Arab/Muslim circles has led to a proliferation of anti-Semitic 9/11 conspiracy theories, which are constantly recycled and re- defined to place blame on Israel and the Jews. Some of these theories purportedly explain how the attacks were planned and carried out. Others provide corroborating “evidence” that the Mossad or Israelis/Jews planned the attacks or knew about them in advance. Conspiracy Theories 'Proving' Israelis/Jews Planned the Attack A number of theories imply that Israel would allow thousands of innocent people to die rather than compromise its intelligence operations in the U.S., a notion that reinforces stereotypes of the disdain they feel for non-Jews and the perception that Israel uses the U.S. as a tool for its own agenda. • Blaming the Mossad. The biggest "villain" in anti-Semitic 9/11 conspiracy theories is the Mossad, Israel’s intelligence agency, portrayed as the only organization able to carry out such devastating acts. This perverse respect for the Mossad derives in part from anti- Semitic notions that only Jews are sufficiently cunning, resourceful, and wicked to have carried out the attacks and blamed them on their enemies. • "Israeli Art Student" Spy Ring. The theory that received the most attention in far-right publications and the Arab press, as well in the mainstream media, claims that an Israeli spy ring, allegedly made up of young Israelis claiming to be art students, had been track- ing the 9/11 hijackers but did nothing to stop their attack. • Israeli Companies Spying on the U.S. The "Israeli art student conspiracy" theory creat- ed speculation about another conspiracy theory — that Israeli spies used telecommuni- cations systems set up by Israeli high-tech companies in the U.S. to spy on American law enforcement and military installments, and avoid detection about their pursuit of the hijackers. • "Jewish Ownership" of the World Trade Center. Conspiracists focused not only on Israeli- owned companies’ alleged involvement in the 9/11 attacks but also on what the "Jewish owners" of the World Trade Center stood to gain from its destruction. According to this theory, Jewish businessmen, in an effort to obtain millions of dollars in insurance money, plotted to destroy the World Trade Center. This conspiracy theory goes to the heart of the myth of the greedy Jew. Corroborating Conspiracy Theories 'Proving' Israeli/Jewish Involvement in the Attacks • Four Thousand Israelis Told to Stay Home. Of the many conspiracy theories about Jewish/Israeli involvement in the 9/11 attacks, none has received more attention than the "4,000 Israelis" who allegedly worked at the World Trade Center and were warned by Israeli intelligence to stay home on 9/11, thus implying that Israel had foreknowledge of the attacks. • Five Israeli "Spies" Found Taping the WTC Attacks. Another conspiracy theory involves five so-called Israeli "spies" caught videotaping and celebrating the destruction of the WTC. The accounts are partially factual: five men, who later turned out to be Israelis, were arrested after the attack, and one of them had photographed the burning Twin Towers. For conspiracy theorists, the story became yet more "proof" of Israel's involvement in the events of 9/11, despite the FBI's statement that it had found no connection between the five men and the attacks. IV. Anti-Government Conspiracy Theories Anti-Semitic conspiracy theories are not the only conspiracy theories advanced to explain 9/11. Fringe anti-government activists from both the far right and the far left are circulating conspiracy theories that implicate the U.S. government. Most theories focus on the government’s alleged desire to create a war in the Middle East in order to seize or control oil supplies there; others allege that the government had foreknowledge of the 9/11 attacks but permitted them so that it would be able to suspend or curtail civil liberties in their wake. V. Conclusion The 9/11 conspiracy theories show no sign of losing their momentum or unifying power in the near future. The 68-page paper tells how the major operation would be run the first year, with peacekeepers stationed in Gaza, Hebron, Jerusalem and Nablus. One major goal would be to “neutralize leadership of Palestine dissenting factions [and] prevent inter-Palestinian violence.” The military is known to update secret contingency plans in the event international peacekeepers are part of a comprehensive Middle East peace plan. The SAMS study, a copy of which was obtained by The Washington Times, provides a glimpse of what those plans might entail. Defense Secretary Donald H. Rumsfeld repeatedly has said the administration has no plans to put American troops between the warring factions. But since the escalation of violence, more voices in the debate are beginning to suggest that some type of American-led peace enforcement team is needed. Sen. Arlen Specter, Pennsylvania Republican, quoted U.S. special envoy Gen. Anthony Zinni as saying there is a plan, if needed, to put a limited number of American peacekeepers in the Israeli-occupied territories. Asked on CBS whether he could envision American troops on the ground, Mr. Specter said Sunday: “If we were ever to stabilize the situation, and that was a critical factor, it’s something that I would be willing to consider.” Added Sen. Joseph R. Biden Jr., Delaware Democrat and Senate Foreign Relations Committee chairman, “In that context, yes, and with European forces as well.” The recent history of international peacekeeping has shown that it often takes American firepower and prestige for the operation to work. The United Nations made futile attempts to stop Serbian attacks on the Muslim population in Bosnia. The U.S. entered the fray by bombing Serbian targets and bringing about a peace agreement that still is being backed up by American soldiers on the ground. U.S. combat troops are also in Kosovo, and they have a more limited role in Macedonia. But James Phillips, a Middle East analyst at the Heritage Foundation, used the word “disaster” to describe the aftermath of putting an international force in the occupied territories. “I think that would be a formula for sucking us into the violence,” he said. “United States troops would be a lightening rod for attacks by radical Islamics and other Palestinian extremist groups. The United States cannot afford to stretch its forces any thinner. They’re very busy as it is with the war against international terrorism.” Mr. Phillips noted that two Norwegian observers in Hebron were killed this week. U.N. representatives on the Lebanon border have been unable to prevent terrorists from attacking Israel. The Times first reported on their work in September. Recent violence in the Middle East has raised questions about what type of force it would take to keep the peace. In the past, SAMS has done studies for the Army chief of staff and the Joint Chiefs. SAMS personnel helped plan the allied ground attack that liberated Kuwait. The Middle East study sets goals that a peace force should accomplish in the first 30 days. They include “create conditions for development of Palestinian State and security of [Israel],” ensure “equal distribution of contract value or equivalent aid” and “build lasting relationships based on new legal borders and not religious-territorial claims.” The SAMS report does not specify a full order of battle for the 20,000 troops. An Army source who reviewed the paper said each of three brigades would require about 100 armored vehicles, 25 tanks and 12 self-propelled howitzers, along with attack helicopters and spy drones.  There are no plans by the Bush administration to put American soldiers into the Middle East to police an agreement forged by the longtime warring parties. In fact, Defense Secretary Donald H. Rumsfeld is searching for ways to reduce U.S. peacekeeping efforts abroad, rather than increasing such missions.
But a 68-page paper by the Army School of Advanced Military Studies (SAMS) does provide a look at the daunting task any international peacekeeping force would face if the United Nations authorized it, and Israel and the Palestinians ever reached a peace agreement.
 Located at Fort Leavenworth, Kan., the School for Advanced Military Studies is both a training ground and a think tank for some of the Army’s brightest officers. Officials say the Army chief of staff, and sometimes the Joint Chiefs of Staff, ask SAMS to develop contingency plans for future military operations. During the 1991 Persian Gulf war, SAMS personnel helped plan the coalition ground attack that avoided a strike up the middle of Iraqi positions and instead executed a “left hook” that routed the enemy in 100 hours.
 The cover page for the recent SAMS project said it was done for the Joint Chiefs of Staff. But Maj. Chris Garver, a Fort Leavenworth spokesman, said the study was not requested by Washington.
“This was just an academic exercise,” said Maj. Garver. “They were trying to take a current situation and get some training out of it.”
 The exercise was done by 60 officers dubbed “Jedi Knights,” as all second-year SAMS students are nicknamed.
 The SAMS paper attempts to predict events in the first year of a peace-enforcement operation, and sees possible dangers for U.S. troops from both sides.
 It calls Israel’s armed forces a “500-pound gorilla in Israel. Well armed and trained. Operates in both Gaza . Known to disregard international law to accomplish mission. Very unlikely to fire on American forces. Fratricide a concern especially in air space management.”
 Of the Mossad, the Israeli intelligence service, the SAMS officers say: “Wildcard. Ruthless and cunning. Has capability to target U.S. forces and make it look like a Palestinian/Arab act.”
 On the Palestinian side, the paper describes their youth as “loose cannons; under no control, sometimes violent.” The study lists five Arab terrorist groups that could target American troops for assassination and hostage-taking.
 The study recommends “neutrality in word and deed” as one way to protect U.S. soldiers from any attack. It also says Syria, Egypt and Jordan must be warned “we will act decisively in response to external attack.”
 It is unlikely either of the three would mount an attack. Of Syria’s military, the report says: “Syrian army quantitatively larger than Israeli Defense Forces, but largely seen as qualitatively inferior. More likely, however, Syrians would provide financial and political support to the Palestinians, as well as increase covert support to terrorism acts through Lebanon.”
Of Egypt’s military, the paper says, “Egyptians also maintain a large army but have little to gain by attacking Israel.”
 The plan does not specify a full order of battle. An Army source who reviewed the SAMS work said each of a possible three brigades would require about 100 Bradley fighting vehicles, 25 tanks, 12 self-propelled howitzers, Apache attack helicopters, Kiowa Warrior reconnaissance helicopters and Predator spy drones.
 The report predicts that nonlethal weapons would be used to quell unrest.
U.S. European Command, which is headed by NATO’s supreme allied commander, would oversee the peacekeeping operation. Commanders would maintain areas of operation, or AOs, around Nablus, Jerusalem, Hebron and the Gaza strip.
 The study sets out a list of goals for U.S. troops to accomplish in the first 30 days. They include: “create conditions for development of Palestinian State and security of “; ensure “equal distribution of contract value or equivalent aid” that would help legitimize the peacekeeping force and stimulate economic growth; “promote U.S. investment in Palestine”; “encourage reconciliation between entities based on acceptance of new national identities”; and “build lasting relationship based on new legal borders and not religious-territorial claims.”
 Maj. Garver said the officers who completed the exercise will hold major planning jobs once they graduate. “There is an application process” for students, he said. “They screen their records, and there are several tests they go through before they are accepted by the program. The bright planners of the future come out of this program.”
 James Phillips, a Middle East analyst at the Heritage Foundation, said it would be a mistake to put peacekeepers in Israel, given the “poor record of previous monitors.”
 “In general, the Bush administration policy is to discourage a large American presence,” he said. “But it has been rumored that one of the possibilities might be an expanded CIA role.”
“It would be a very different environment than Bosnia,” said Mr. Phillips, referring to America’s six-year peacekeeping role in Bosnia-Herzegovina. “The Palestinian Authority is pushing for this as part of its strategy to internationalize the conflict. Bring in the Europeans and Russia and China. But such monitors or peacekeeping forces are not going to be able to bring peace. The main substantive ideas in this paper emerge from a discussion in which prominent opinion makers, including Richard Perle, James Colbert, Charles Fairbanks, Jr., Douglas Feith, Robert Loewenberg, David Wurmser, and Meyrav Wurmser participated. The report, entitled "A Clean Break: A New Strategy for Securing the Realm," is the framework for a series of follow-up reports on strategy.
 Israel has a large problem. Labor Zionism, which for 70 years has dominated the Zionist movement, has generated a stalled and shackled economy. Efforts to salvage Israelís socialist institutionsówhich include pursuing supranational over national sovereignty and pursuing a peace process that embraces the slogan, "New Middle East"óundermine the legitimacy of the nation and lead Israel into strategic paralysis and the previous governmentís "peace process." That peace process obscured the evidence of eroding national critical massó including a palpable sense of national exhaustionóand forfeited strategic initiative. The loss of national critical mass was illustrated best by Israelís efforts to draw in the United States to sell unpopular policies domestically, to agree to negotiate sovereignty over its capital, and to respond with resignation to a spate of terror so intense and tragic that it deterred Israelis from engaging in normal daily functions, such as commuting to work in buses.
Benjamin Netanyahuís government comes in with a new set of ideas. While there are those who will counsel continuity, Israel has the opportunity to make a clean break; it can forge a peace process and strategy based on an entirely new intellectual foundation, one that restores strategic initiative and provides the nation the room to engage every possible energy on rebuilding Zionism, the starting point of which must be economic reform. To secure the nationís streets and borders in the immediate future, Israel can:
 ◦Work closely with Turkey and Jordan to contain, destabilize, and roll-back some of its most dangerous threats. This implies clean break from the slogan, "comprehensive peace" to a traditional concept of strategy based on balance of power. ◦Change the nature of its relations with the Palestinians, including upholding the right of hot pursuit for self defense into all Palestinian areas and nurturing alternatives to Arafatís exclusive grip on Palestinian society. ◦Forge a new basis for relations with the United Statesóstressing self-reliance, maturity, strategic cooperation on areas of mutual concern, and furthering values inherent to the West. This can only be done if Israel takes serious steps to terminate aid, which prevents economic reform. •This report is written with key passages of a possible speech marked TEXT, that highlight the clean break which the new government has an opportunity to make. The body of the report is the commentary explaining the purpose and laying out the strategic context of the passages.
A New Approach to Peace
Early adoption of a bold, new perspective on peace and security is imperative for the new prime minister. While the previous government, and many abroad, may emphasize "land for peace"ó which placed Israel in the position of cultural, economic, political, diplomatic, and military retreat ó the new government can promote Western values and traditions. Such an approach, which will be well received in the United States, includes "peace for peace," "peace through strength" and self reliance: the balance of power.
A new strategy to seize the initiative can be introduced:
TEXT: ◦We have for four years pursued peace based on a New Middle East. We in Israel cannot play innocents abroad in a world that is not innocent. Peace depends on the character and behavior of our foes. We live in a dangerous neighborhood, with fragile states and bitter rivalries. Displaying moral ambivalence between the effort to build a Jewish state and the desire to annihilate it by trading "land for peace" will not secure "peace now." Our claim to the land óto which we have clung for hope for 2000 years--is legitimate and noble. It is not within our own power, no matter how much we concede, to make peace unilaterally. Only the unconditional acceptance by Arabs of our rights, especially in their territorial dimension, "peace for peace," is a solid basis for the future. •Israelís quest for peace emerges from, and does not replace, the pursuit of its ideals. The Jewish peopleís hunger for human rights ó burned into their identity by a 2000-year old dream to live free in their own land ó informs the concept of peace and reflects continuity of values with Western and Jewish tradition. Israel can now embrace negotiations, but as means, not ends, to pursue those ideals and demonstrate national steadfastness. It can challenge police states; enforce compliance of agreements; and insist on minimal standards of accountability.
Securing the Northern Border
Syria challenges Israel on Lebanese soil. An effective approach, and one with which American can sympathize, would be if Israel seized the strategic initiative along its northern borders by engaging Hizballah, Syria, and Iran, as the principal agents of aggression in Lebanon, including by:
 ◦striking Syriaís drug-money and counterfeiting infrastructure in Lebanon, all of which focuses on Razi Qanan. ◦paralleling Syriaís behavior by establishing the precedent that Syrian territory is not immune to attacks emanating from Lebanon by Israeli proxy forces. ◦striking Syrian military targets in Lebanon, and should that prove insufficient, striking at select targets in Syria proper. •Israel also can take this opportunity to remind the world of the nature of the Syrian regime. Syria repeatedly breaks its word. It violated numerous agreements with the Turks, and has betrayed the United States by continuing to occupy Lebanon in violation of the Taef agreement in 1989. Instead, Syria staged a sham election, installed a quisling regime, and forced Lebanon to sign a "Brotherhood Agreement" in 1991, that terminated Lebanese sovereignty. And Syria has begun colonizing Lebanon with hundreds of thousands of Syrians, while killing tens of thousands of its own citizens at a time, as it did in only three days in 1983 in Hama.
Under Syrian tutelage, the Lebanese drug trade, for which local Syrian military officers receive protection payments, flourishes. Syriaís regime supports the terrorist groups operationally and financially in Lebanon and on its soil. Indeed, the Syrian-controlled Bekaa Valley in Lebanon has become for terror what the Silicon Valley has become for computers. The Bekaa Valley has become one of the main distribution sources, if not production points, of the "supernote" ó counterfeit US currency so well done that it is impossible to detect.
Text: ◦Negotiations with repressive regimes like Syriaís require cautious realism. One cannot sensibly assume the other sideís good faith. It is dangerous for Israel to deal naively with a regime murderous of its own people, openly aggressive toward its neighbors, criminally involved with international drug traffickers and counterfeiters, and supportive of the most deadly terrorist organizations. •Given the nature of the regime in Damascus, it is both natural and moral that Israel abandon the slogan "comprehensive peace" and move to contain Syria, drawing attention to its weapons of mass destruction program, and rejecting "land for peace" deals on the Golan Heights.
Moving to a Traditional Balance of Power Strategy
TEXT: ◦We must distinguish soberly and clearly friend from foe. We must make sure that our friends across the Middle East never doubt the solidity or value of our friendship. •Israel can shape its strategic environment, in cooperation with Turkey and Jordan, by weakening, containing, and even rolling back Syria. This effort can focus on removing Saddam Hussein from power in Iraq ó an important Israeli strategic objective in its own right ó as a means of foiling Syriaís regional ambitions. Jordan has challenged Syria's regional ambitions recently by suggesting the restoration of the Hashemites in Iraq. This has triggered a Jordanian-Syrian rivalry to which Asad has responded by stepping up efforts to destabilize the Hashemite Kingdom, including using infiltrations. Syria recently signaled that it and Iran might prefer a weak, but barely surviving Saddam, if only to undermine and humiliate Jordan in its efforts to remove Saddam.
But Syria enters this conflict with potential weaknesses: Damascus is too preoccupied with dealing with the threatened new regional equation to permit distractions of the Lebanese flank. And Damascus fears that the 'natural axis' with Israel on one side, central Iraq and Turkey on the other, and Jordan, in the center would squeeze and detach Syria from the Saudi Peninsula. For Syria, this could be the prelude to a redrawing of the map of the Middle East which would threaten Syria's territorial integrity.
 Since Iraq's future could affect the strategic balance in the Middle East profoundly, it would be understandable that Israel has an interest in supporting the Hashemites in their efforts to redefine Iraq, including such measures as: visiting Jordan as the first official state visit, even before a visit to the United States, of the new Netanyahu government; supporting King Hussein by providing him with some tangible security measures to protect his regime against Syrian subversion; encouraging ó through influence in the U.S. business community ó investment in Jordan to structurally shift Jordanís economy away from dependence on Iraq; and diverting Syriaís attention by using Lebanese opposition elements to destabilize Syrian control of Lebanon.
Most important, it is understandable that Israel has an interest supporting diplomatically, militarily and operationally Turkeyís and Jordanís actions against Syria, such as securing tribal alliances with Arab tribes that cross into Syrian territory and are hostile to the Syrian ruling elite.
 King Hussein may have ideas for Israel in bringing its Lebanon problem under control. The predominantly Shia population of southern Lebanon has been tied for centuries to the Shia leadership in Najf, Iraq rather than Iran. Were the Hashemites to control Iraq, they could use their influence over Najf to help Israel wean the south Lebanese Shia away from Hizballah, Iran, and Syria. Shia retain strong ties to the Hashemites: the Shia venerate foremost the Prophetís family, the direct descendants of which ó and in whose veins the blood of the Prophet flows ó is King Hussein.
Changing the Nature of Relations with the Palestinians
Israel has a chance to forge a new relationship between itself and the Palestinians. First and foremost, Israelís efforts to secure its streets may require hot pursuit into Palestinian-controlled areas, a justifiable practice with which Americans can sympathize.
A key element of peace is compliance with agreements already signed. Therefore, Israel has the right to insist on compliance, including closing Orient House and disbanding Jibril Rujoubís operatives in Jerusalem. Moreover, Israel and the United States can establish a Joint Compliance Monitoring Committee to study periodically whether the PLO meets minimum standards of compliance, authority and responsibility, human rights, and judicial and fiduciary accountability.
TEXT: ◦We believe that the Palestinian Authority must be held to the same minimal standards of accountability as other recipients of U.S. foreign aid. A firm peace cannot tolerate repression and injustice. A regime that cannot fulfill the most rudimentary obligations to its own people cannot be counted upon to fulfill its obligations to its neighbors. •Israel has no obligations under the Oslo agreements if the PLO does not fulfill its obligations. If the PLO cannot comply with these minimal standards, then it can be neither a hope for the future nor a proper interlocutor for present. To prepare for this, Israel may want to cultivate alternatives to Arafatís base of power. Jordan has ideas on this.
To emphasize the point that Israel regards the actions of the PLO problematic, but not the Arab people, Israel might want to consider making a special effort to reward friends and advance human rights among Arabs. Many Arabs are willing to work with Israel; identifying and helping them are important. Israel may also find that many of her neighbors, such as Jordan, have problems with Arafat and may want to cooperate. Israel may also want to better integrate its own Arabs.
Forging A New U.S.-Israeli Relationship
In recent years, Israel invited active U.S. intervention in Israelís domestic and foreign policy for two reasons: to overcome domestic opposition to "land for peace" concessions the Israeli public could not digest, and to lure Arabs ó through money, forgiveness of past sins, and access to U.S. weapons ó to negotiate. This strategy, which required funneling American money to repressive and aggressive regimes, was risky, expensive, and very costly for both the U.S. and Israel, and placed the United States in roles is should neither have nor want.
Israel can make a clean break from the past and establish a new vision for the U.S.-Israeli partnership based on self-reliance, maturity and mutuality ó not one focused narrowly on territorial disputes. Israelís new strategy ó based on a shared philosophy of peace through strength ó reflects continuity with Western values by stressing that Israel is self-reliant, does not need U.S. troops in any capacity to defend it, including on the Golan Heights, and can manage its own affairs. Such self-reliance will grant Israel greater freedom of action and remove a significant lever of pressure used against it in the past.
To reinforce this point, the Prime Minister can use his forthcoming visit to announce that Israel is now mature enough to cut itself free immediately from at least U.S. economic aid and loan guarantees at least, which prevent economic reform. [Military aid is separated for the moment until adequate arrangements can be made to ensure that Israel will not encounter supply problems in the means to defend itself]. As outlined in another Institute report, Israel can become self-reliant only by, in a bold stroke rather than in increments, liberalizing its economy, cutting taxes, relegislating a free-processing zone, and selling-off public lands and enterprises ó moves which will electrify and find support from a broad bipartisan spectrum of key pro-Israeli Congressional leaders, including Speaker of the House, Newt Gingrich.
Israel can under these conditions better cooperate with the U.S. to counter real threats to the region and the Westís security. Mr. Netanyahu can highlight his desire to cooperate more closely with the United States on anti-missile defense in order to remove the threat of blackmail which even a weak and distant army can pose to either state. Not only would such cooperation on missile defense counter a tangible physical threat to Israelís survival, but it would broaden Israelís base of support among many in the United States Congress who may know little about Israel, but care very much about missile defense. Such broad support could be helpful in the effort to move the U.S. embassy in Israel to Jerusalem.
To anticipate U.S. reactions and plan ways to manage and constrain those reactions, Prime Minister Netanyahu can formulate the policies and stress themes he favors in language familiar to the Americans by tapping into themes of American administrations during the Cold War which apply well to Israel. If Israel wants to test certain propositions that require a benign American reaction, then the best time to do so is before November, 1996.
Conclusions: Transcending the Arab-Israeli Conflict
 ◦TEXT: Israel will not only contain its foes; it will transcend them. •Notable Arab intellectuals have written extensively on their perception of Israelís floundering and loss of national identity. This perception has invited attack, blocked Israel from achieving true peace, and offered hope for those who would destroy Israel. The previous strategy, therefore, was leading the Middle East toward another Arab-Israeli war. Israelís new agenda can signal a clean break by abandoning a policy which assumed exhaustion and allowed strategic retreat by reestablishing the principle of preemption, rather than retaliation alone and by ceasing to absorb blows to the nation without response.
Israelís new strategic agenda can shape the regional environment in ways that grant Israel the room to refocus its energies back to where they are most needed: to rejuvenate its national idea, which can only come through replacing Israelís socialist foundations with a more sound footing; and to overcome its "exhaustion," which threatens the survival of the nation.
Ultimately, Israel can do more than simply manage the Arab-Israeli conflict though war. No amount of weapons or victories will grant Israel the peace its seeks. When Israel is on a sound economic footing, and is free, powerful, and healthy internally, it will no longer simply manage the Arab-Israeli conflict; it will transcend it. As a senior Iraqi opposition leader said recently: "Israel must rejuvenate and revitalize its moral and intellectual leadership. It is an important ó if not the most important--element in the history of the Middle East." Israel ó proud, wealthy, solid, and strong ó would be the basis of a truly new and peaceful Middle East.

(SBU) The USG's Open Source Centers in Amman and Doha provided the following summary of the "Zero 9/11" documentary, an Italian-produced film that aired on Al Jazeera Arabic in two parts on September 3 and 10 in prime evening time slots: -- The film casts doubt on the official U.S. Government version of the 9/11 events. -- It hosts people who are considered knowledgeable in their fields, such as former pilots, physicists, metal experts and others, who all question the official version of events. -- They first dispute the official version about the collapse of the twin towers, saying the reasons provided could not have been responsible for the collapse. Several of them speak about the possibility of an implosion or "controlled demolition." -- The documentary then disputes the commonly accepted version of the attack on the Pentagon, saying there was no evidence a plane hit the Pentagon, as no wreckage was found and footage from "86 cameras" showed no plane. Khanfar replied, "I have now seen it and I actually agree with you. That is why I have decided to broadcast another documentary to balance it." 3. (C) Khanfar continued, "I have asked my acquisitions people to look around for a documentary that we will air to balance the views in this one." Asked if Khanfar would be willing to consider films suggested by the Embassy, he replied that such assistance would be "most welcome." 4. (C) Separately, PAO contacted Zeidoun al-Badri, Al Jazeera Documentary channel's chief of acquisitions, and asked if he had any plans to purchase and air a 9/11 documentary that accurately portrays the attacks, contrary to what was represented in "Zero 9/11." Al-Badri replied that he was aware of no such plans and that, in his view, Al Jazeera had already presented a "balanced view" on 9/11 in keeping with the company's motto, "The Opinion and the other Opinion." 5. (C) Every year since 2001, Al-Badri claimed, Al Jazeera has run documentaries that capture the official version of events, including from victims' families, eyewitnesses and government officials. "Zero 9/11" was the first documentary that Al Jazeera has run presenting only conspiracy theories, he asserted. Daniel Lewin is believed to have been the first person killed in the terrorist attacks in the United States on September 11, 2001. The 31-year-old from Brookline, Massachusetts, was a passenger on American Airlines Flight 11, the first plane to be hijacked that day. He was reportedly murdered by Satam al Suqami, one of the alleged hijackers, while the terrorists were taking over his plane. Even before September 11, though, Lewin had secured his place in history. He was unusually intelligent and talented, and had excelled as a soldier, a student, and a businessman. Examination of his story, however, reveals many anomalies, contradictions, and odd coincidences that deserve scrutiny. The official story of how he was killed is certainly suspicious. Lewin was very strong and had served in the Israeli military as a member of an elite counterterrorism unit. Al Suqami, in contrast, was short and thin, and had no military experience. And yet he supposedly took Lewin down with just a knife. Furthermore, Lewin was supposedly not originally going to be on Flight 11 on September 11. He was reportedly meant to fly to Los Angeles a day earlier but changed his plans so he could help take care of some issues at his company's headquarters. It also seems odd that the first person to die in the 9/11 attacks--perhaps the most significant event of the 21st century--was an important figure in his own right, even before he became a key player in the events of September 11. Although he was little known among the general public, Lewin was a highly successful Internet entrepreneur. In 1998, he co-founded the pioneering technology company Akamai. Akamai's product utilized algorithms that Lewin helped devise, which could manage Web traffic in a way that was significantly faster and more efficient than existing methods. He helped build the company from scratch to one that, by 9/11, employed about 1,500 people. Its success meant Lewin was, for a time, a billionaire and the technology he helped develop revolutionized how content was delivered over the Internet. It has been suggested that, had he not been killed on September 11, Lewin could have become a household name, someone like Bill Gates or Steve Jobs. Some people even believed he would have gone into politics and could have become prime minister of Israel. Certain aspects of Lewin's life seem unusual in light of the fact that Lewin was the first person killed in the 9/11 attacks. For example, while he was in the military, Lewin reportedly became committed to the cause of "wiping out terrorism." This means the first victim of America's worst terrorist attack, who may have died while trying to stop the hijackers on his plane, happened to be a man who was dedicated to stopping terrorists. Furthermore, in the years before he died, Lewin acted as if he foresaw the 9/11 attacks or at least something on the scale of 9/11. He told people that a "cataclysmic event" would occur, during which people would turn to the Internet for information. Of particular note, considering that Lewin died in a terrorist attack, is that just two months before 9/11, his company was visited out of the blue by the White House chief of counterterrorism. Richard Clarke went to Akamai to employ it to protect the White House website from an imminent attack by a computer virus. And yet, while Lewin was the first person to be killed in the 9/11 attacks and an exceptional individual, surprisingly little attention has been paid to his story. Author Molly Knight Raskin explained how this lack of attention compelled her to write a book about him. "The more I heard about Danny," she said, "the more I wondered, 'Why hasn't this story ever been told before?'" She commented that "in all of those stories of September 11th, 2001," she had "never heard anything about him." [1] Lewin's story is certainly remarkable. But parts of it indicate that there may be more to what happened on September 11 than we have been led to believe and so it requires close scrutiny. LEWIN WAS KILLED WHILE FLIGHT 11 WAS BEING HIJACKED Daniel Lewin, according to the official narrative of 9/11, was killed on the morning of September 11, 2001, when five Middle Eastern men armed with knives attempted to take control of Flight 11. He had his throat slashed by Satam al Suqami, one of the hijackers. [2] Lewin was traveling on the 7:45 a.m. flight from Boston to Los Angeles--a trip he had frequently taken over the past year--on behalf of Akamai. He was going to California to sign a major business deal that he hoped would save his company, which was at the time struggling as a result of the previous year's dot-com crash. He was also set to attend the Credit Suisse First Boston Software Conference while he was in California. [3] He was in seat 9B, in the business class section near the front of the plane. [4] Two of the alleged hijackers, Mohamed Atta and Abdul Aziz al Omari, were in the row of seats in front of his while al Suqami was in seat 10B, directly behind him. [5] At 8:14 a.m. or shortly after, it is believed, the five hijackers on Flight 11 rose from their seats and began their takeover of the plane. In the course of doing this, al Suqami killed Lewin. Flight 11 crashed into the North Tower of the World Trade Center at 8:46 a.m. Everyone on board and many people in the tower were killed in the crash. [6] FLIGHT ATTENDANT SAID LEWIN HAD HIS THROAT SLASHED Details of what supposedly happened to Lewin were described by two flight attendants, Betty Ong and Amy Sweeney, in phone calls they made from the rear of Flight 11 to authorities on the ground. Ong reached the American Airlines Southeastern Reservations Office in Cary, North Carolina, at 8:18 a.m. and, apparently describing what had happened to Lewin, reported, "Somebody's stabbed in business class." [7] Later during the call she said other flight attendants had told her "that a passenger by the name of Daniel Lewin may have been fatally wounded." [8] Sweeney relayed details of the hijacking to personnel at the American Airlines flight services office at Logan International Airport in Boston in a series of calls beginning at 8:25 a.m. Presumably describing what happened to Lewin, she reported that "a passenger in row 9 ... had their throat cut by a passenger in seat 10B." She said the passenger whose throat had been cut was "bleeding severely" and was "not going to make it." [9] Ong and Sweeney never mentioned whether Lewin was wounded in the course of trying to stop the hijacking. The 9/11 Commission, created by Congress to investigate the 9/11 attacks, tentatively concluded that he "may have made an attempt to stop the hijackers in front of him, not realizing that another was sitting behind him." [10] But friends and relatives of his were certain that he would have tried to stop the hijackers. Many of them who were interviewed by Molly Knight Raskin for the book she wrote about him said that in light of his "physical strength, counterterrorism training, and fighting spirit," there was "no way Lewin could have sat idly by and watched terrorists hurt flight attendants and attempt to hijack the plane." "Knowing his character and his training, we know that he got up and tried to do something," Marco Greenberg, one of Lewin's closest friends, commented. [11] "He wasn't one to sit passively by and see something bad happening and not try to get up and do something about it. It was in his nature to be a hero," one of his brothers said. [12] LEWIN WAS HIGHLY SUCCESSFUL While Lewin may be remembered simply as the first victim of the 9/11 attacks, even before September 11 his life was remarkable. The son of a psychiatrist and a pediatrician, he was born in Denver, Colorado, in May 1970 and grew up in a large house there. [13] When he was 14, though, he moved with his family to Israel. At the age of 18, he joined the Israel Defense Forces (IDF), but after serving in the military for about four years, he left to study for degrees in math and engineering at the Israel Institute of Technology--better known as the Technion--in Haifa. [14] After graduating, he successfully applied to study at the Massachusetts Institute of Technology (MIT), a prestigious private research university in Cambridge, Massachusetts. He consequently moved back to the U.S. in fall 1996 to study for a Ph.D. in applied math. [15] He quickly established himself as a top student at MIT, and co-authored several papers on algorithms and complexity theory while he was there. [16] Significantly, Lewin and his professor, Tom Leighton, devised a way to handle Internet congestion that would speed up the delivery of content and make websites feel faster. [17] The algorithms they came up with became the foundation of Akamai, the company the two men set up in August 1998. [18] Akamai established a network of servers around the world. This network could rewrite the addresses of its customers' Web pages and ensure fast access to them by providing the information requested by Internet users via any of the company's servers that were available, instead of via congested servers. [19] Its product, called FreeFlow, thereby enabled customers' Web pages and online applications to load faster and more reliably. [20] FreeFlow was marketed as the "world's largest fault-tolerant network for distributing Web content." [21] Alan Edelman, an associate professor of applied mathematics at MIT, described it as "something like a limousine service that guarantees a short ride no matter what the traffic conditions." [22] Akamai became a great success in the late 1990s Internet boom. It quickly signed up a healthy number of clients, thereby ensuring it millions of dollars in revenue, and Lewin and Leighton soon became wealthy men. [23] Wired magazine commented in August 1999 that "in less than a year, the little-known company is well on its way toward global domination." [24] STORY OF HOW LEWIN DIED IS SUSPICIOUS Lewin's story, however, includes many anomalies. The official account of how Lewin died on Flight 11 is especially hard to believe. To begin with, Lewin would have been a tough adversary for anyone who took him on. He was, in the words of Lior Netzer, who served with him in the IDF, "a very strong guy." [25] He was 5 feet 10 inches tall and, according to Molly Knight Raskin, "built like a bull--burly and broad-shouldered, sheer muscle from head to toe." [26] As a teenager, he regularly went to a gym in Jerusalem where he trained intensely. His strength increased so much that by the age of 16 he could bench-press more than 300 pounds. He was even crowned "Mr. Teenage Israel" after winning a coveted bodybuilding competition. [27] LEWIN SERVED IN 'THE MOST EFFECTIVE COUNTERTERRORISM FORCE IN THE WORLD' Lewin then gained around four years of military experience after joining the Israel Defense Forces when he was 18. [28] Notably, considering that he was supposedly killed by a terrorist, he served in the IDF's elite Sayeret Matkal. This unit was described by Vanity Fair as "the most effective counterterrorism force in the world." Its members have "almost unmatched counterterrorism skills," according to Raskin. Lewin must have been highly regarded to be accepted into it. The Sayeret Matkal includes only about 200 full-time commandos and so getting in is rare, even for the best soldiers. Out of the thousands who apply at any one time, following two grueling test camps, only 20 to 40 men are selected. The fact that Lewin made it into the unit was particularly impressive considering that, according to Raskin, "for soldiers who were not Israeli-born, recruitment to Sayeret Matkal was almost unheard of." Those who make it into the unit undergo nearly two years of intense training. This includes a course in counterterrorism in which they learn to storm planes and rescue hostages, and lessons in hand-to-hand combat. [29] Such training would surely have given Lewin a significant advantage against the hijackers on Flight 11. Indeed, it was reported that he had the skills to kill a terrorist "with a pen or a credit card, or just his bare hands." [30] As well as having advanced combat skills, Lewin spoke some Arabic. He may consequently have picked up on the hijackers' intentions if he heard them discussing their plans to hijack Flight 11 in this language and might therefore have been able to come up with a strategy for stopping them when they attempted to take over the plane. [31] Lewin appears to have excelled in the Sayeret Matkal since, after three years in the unit, he was promoted to the rank of captain. [32] Brad Rephen, who knew him as a teenager, commented on his success, saying: "About 2,500 guys try out for the unit he was in. Twenty-five make it and one gets chosen as an officer. It was him." [33] LEWIN'S ALLEGED KILLER WAS SHORT AND SKINNY Incredibly, considering his strength and military experience, Lewin was supposedly killed by a man who appears to have been quite feeble, someone he should have taken down with ease. Satam al Suqami, a 25-year-old from Saudi Arabia, was just 5 feet 7 inches tall. [34] Like the other terrorists tasked with storming the cockpits and controlling the passengers rather than flying the hijacked planes on September 11--ironically referred to as the "muscle hijackers"--he was "slender in build" and "not physically imposing," according to the 9/11 Commission. [35] A CIA report on the alleged 9/11 hijackers portrayed him as an unimpressive man. He came from a broken family, the report stated, and had little education. He had worked as a security guard for a hospital and only got involved with extremists two years before 9/11, in 1999. He was also unconcerned with religion, according to members of his family, was known to drink alcohol, possibly having a drinking problem, and may have taken drugs. [36] However, London's Sunday Times reported that an investigation of the backgrounds of the alleged 9/11 hijackers found him to be a very different man. The investigation found that al Suqami came from a wealthy family, was intelligent and educated, and graduated in law at King Saud University in Riyadh. [37] While these accounts appear to be describing two different men, neither of them described someone who would likely have made a particularly dangerous terrorist. However, a CIA report about al-Qaeda's camps in Afghanistan claimed that al Suqami received some training that would have helped prepare him for the events of September 11. It stated that he attended Khaldan, a large facility near Kabul, where he received basic training in fields such as firearms, heavy weapons, explosives, and topography. It also claimed that the "muscle hijackers," which included al Suqami, "engaged in months-long, daily, intensive instruction, which included martial arts." How the CIA determined this and how reliable the claims are is unclear. The report stated that the information came from "a variety of intelligence reporting" but provided no further details. [38] In fact, the young Saudi's behavior after he arrived in the U.S. in April 2001 seems inconsistent with the actions of a trained warrior preparing for the most important battle of his life. Al Suqami checked in at the Body Perfect Fitness Center, a gym in Lake Worth, Florida, on a number of occasions in June and July of 2001, and then purchased a one-month membership for the World Gym in Boynton Beach, Florida. He and other hijackers who joined gyms around this time "may have been told to go get as strong as they could get in case of body conflict or a fight," Jim Woolard, who owned the World Gym in Boynton Beach, surmised. [39] However, trainers observed that al Suqami and two other alleged hijackers who attended the World Gym with him "did not appear to know how to use the equipment" there. They "simply clustered around the machines, never pushing any weights," according to the New York Times. "They would just stand around and watch," trainer Joe Farnoly recalled. [40] Would such an unremarkable man as Satam al Suqami really have been capable of killing Daniel Lewin? Certainly, people who knew Lewin appeared to be highly skeptical of the official story of how the entrepreneur was killed. "Those of us who knew him well can't figure out how only five terrorists managed to overpower him," Tom Leighton commented. [41] "With his training, he would have killed [the hijackers] with his bare hands," Brad Rephen said. Lewin "knew how to fight with knives and take knives away from people," he explained, and "would have taken [the hijackers'] knives or their box cutters away and used them against them." [42] "I'd be surprised if he didn't kill one or two of the terrorists before he went down," Marco Greenberg remarked. [43] FLIGHT ATTENDANTS WHO DESCRIBED LEWIN'S DEATH GAVE CONFLICTING INFORMATION There are other oddities in the evidence relating to Lewin's death, in addition to the reports that such a tough man as Lewin was killed by a short, skinny hijacker armed only with a knife. For example, the two flight attendants who described what had happened to Lewin contradicted each other over a notable detail during their phone calls to authorities on the ground. Amy Sweeney mentioned that Lewin was being cared for by a doctor and a nurse. [44] But when Betty Ong was asked, "Is there a doctor on board ... that's assisting you guys?" she said there were no doctors on Flight 11. Furthermore, both flight attendants, independently of each other, initially said incorrectly that they were on "Flight 12" in their calls. When Ong reached the American Airlines Southeastern Reservations Office, Winston Sadler, the resolution agent there, asked her, "Which flight are you on?" and she replied, "Flight 12." She gave the correct information, though, about a minute later. When Sadler asked, "What is your name?" she replied: "My name is Betty Ong. I'm number three [flight attendant] on Flight 11." She also immediately corrected Sadler when he subsequently told a supervisor that Ong was on Flight 12. "No, we're on Flight 11 right now; this is Flight 11," she said. [45] And when Sweeney made her first successful call to the American Airlines flight services office at Logan International Airport, she told the employee who answered that two flight attendants had been stabbed on Flight 12. American Airlines Flight 12 was in fact a flight from Los Angeles to Boston that had not yet taken off. [46] EVIDENCE SUGGESTED LEWIN HAD BEEN SHOT Another anomaly is that some evidence indicated Lewin was shot, although investigations found that this scenario was highly improbable and he was most likely killed with a knife. The first indication of a shooting on Lewin's plane was received by the operations center at the Federal Aviation Administration (FAA) headquarters in Washington, DC, at 8:44 a.m. on September 11. In a conference call with the FAA's New England Regional Operations Center, it heard that a passenger on Flight 11 had been shot. [47] Another indication of a shooting occurred about 35 minutes later. At that time, Janet Riffe, the FAA's principal security inspector for American Airlines, was reportedly told by Suzanne Clark, a manager of corporate security at American Airlines, that a passenger on Flight 11 had been shot dead. [48] Riffe, who was working at FAA headquarters and had been receiving information about the hijacking of Flight 11, called American Airlines headquarters in Fort Worth, Texas, at 9:20 a.m. for a status update. [49] Her usual point of contact at the airline was a manager of corporate security called Chris Bidwell, but he was away from his office and so her call was passed on to Clark. [50] During the call, according to Riffe, Clark said one of the flight attendants on Flight 11 had contacted the American Airlines System Operations Control center and reported that the passenger in seat 10B--i.e. Satam al Suqami--had shot and killed the passenger in seat 9B--i.e. Daniel Lewin. Just one bullet had been fired, she reportedly said. [51] Following the call, Riffe filled out an event sheet, describing what Clark had told her. The details she wrote down were subsequently entered into a log and the information in the log was included in a memo prepared by FAA headquarters personnel early that evening. [52] INVESTIGATIONS REFUTED THE CLAIM THAT LEWIN WAS SHOT Various agencies, though, later determined that it was highly unlikely that Lewin was shot. When the memo that described the alleged shooting was leaked to the press in 2002, FAA and FBI officials said the report of a gun being used on Flight 11 was a mistake. The FAA said the memo was just a first draft. FAA spokeswoman Laura Brown said the erroneous information in it was the result of "a miscommunication" and the error was corrected later in the evening of September 11. [53] When the General Accounting Office (GAO) conducted a comprehensive investigation of the alleged shooting, the American Airlines personnel it interviewed all denied reporting to anyone that a shooting had occurred on any of the aircraft hijacked on September 11. The GAO concluded that there was "no information to corroborate a shooting on American Airlines Flight 11." [54] The 9/11 Commission also investigated whether a shooting occurred on Flight 11 and came to the same conclusion. It pointed out that the only possible sources of authoritative reports that a gun was fired on Flight 11 were the phone calls made from the plane by Amy Sweeney and Betty Ong. But, it noted, there were no mentions of a gun or a shooting in the tape recordings of these calls or the accounts of participants and witnesses to the calls. It also pointed out that while investigators found evidence of the alleged hijackers purchasing numerous knives in the period before September 11, "there was no evidence that they purchased or possessed firearms." [55] Strangely, Clark denied that the alleged phone call in which she supposedly told Riffe about the shooting took place. When she was interviewed by the 9/11 Commission, she "unequivocally stated that she never made a report about a gun being used on Flight 11 on 9/11 or subsequently because she never had such information." She said she didn't remember talking with Riffe on September 11. She also said she didn't recall receiving any information about the weapons or tactics used on Flight 11 and only learned the seat numbers of the hijackers on the day after 9/11, thereby implying that she would have been unable to provide the information she supposedly gave to Riffe. [56] LEWIN WAS ORIGINALLY GOING TO FLY TO LOS ANGELES ON THE DAY BEFORE 9/11 There are other anomalies in the story of Daniel Lewin besides those relating to the hijacking of Flight 11 and his death. To begin with, Lewin was reportedly not originally meant to be flying to Los Angeles on September 11. George Conrades, Akamai's CEO, Tim Weller, the company's chief financial officer, and Steven Wolfe Pereira, the director of corporate strategy, flew from Boston to Los Angeles on September 10, 2001, to give a presentation at the Credit Suisse First Boston Software Conference on the morning of September 11. "Danny Lewin was supposed to be on our flight," Pereira claimed. But according to Pereira, "There was something going on back at the office and--typical Danny--he said he would help take care of it." Lewin told his colleagues to "just go" and said he would meet them in Los Angeles. [57] If he had stuck with his original plans, therefore, he would have avoided being on Flight 11 and still been alive on September 12. Lewin even rejected the request of some of his colleagues to cancel his trip so he could help them deal with the effects of the previous year's dot-com crash. Akamai was at the time faced with the difficult task of laying off hundreds of its workers. Consequently, on September 10, he called a meeting for some of his employees in which he proposed a new vision for the company. At the end of the meeting, the attendees tried to convince him to cancel his trip to Los Angeles the following day, and stay with them to help with the layoffs and restructuring of the firm. Lewin appeared to be considering their suggestion but decided to stick to his schedule. "You guys will be fine," he said. [58] LEWIN PREDICTED A 'CATACLYSMIC EVENT' Curiously, in the years before 9/11, Lewin repeatedly talked about some kind of major catastrophe occurring in the future. It was as if he foresaw the event in which he would die. He "talked about a time when there would be some cataclysmic event that would cause people to turn to the Internet for information," Molly Knight Raskin said. This event would "cause phone lines to go down" and "interrupt what then were more commonly used forms of communication." [59] Since 1998, he "had called attention to the unpredictable nature of news, foreseeing a time when technology rooted in his algorithms would have the power to keep the Internet alive under an extraordinary crush of traffic," Raskin wrote. [60] When he visited CNN to try and gain the television network as a customer, he attempted to sell it Akamai's services with the argument that "CNN could one day see a news event so huge that no amount of servers or bandwidth could handle it." Internet users "would turn to CNN, which billed itself 'the most trusted name in news,' only to find blank or skeletal Web pages." [61] The day when the "cataclysmic event" Lewin talked of occurred "really was September 11th," Raskin commented. [62] That day, like in the scenario Lewin warned of, CNN's website experienced trouble because so many people visited it for information and the increase in traffic actually forced it offline between 9:00 a.m. and 10:00 a.m. CNN eventually had to contact Akamai and employ it to help keep the site running. [63] COUNTERTERRORISM CHIEF VISITED AKAMAI SHORTLY BEFORE 9/11 An especially notable oddity considering that Lewin was killed in America's worst terrorist attack is that, just two months before 9/11, his company was unexpectedly visited by the White House chief of counterterrorism. Richard Clarke approached Akamai to request its help in protecting the White House website from a predicted attack by a computer virus called Code Red. Code Red was created to conduct a "distributed denial of service" attack. This kind of attack involves thousands of compromised computers targeting a website or server at the same time, thus causing it to overload and become unavailable. [64] The virus was designed to specifically target the White House infrastructure on the Internet by bombarding the White House Web server with data, thereby shutting it down for hours or even days. [65] Clarke became concerned when, in July 2001, he learned that 300,000 computers infected with Code Red were about to attack the White House's website. [66] To address the threat, he approached Akamai for help, even though he had never dealt with the company before and it had no previous experience of doing cybersecurity work. He turned up at its headquarters in Cambridge and, Tom Leighton recalled, said that "there was going to be a massive attack on the White House Internet infrastructure ... and he believed that [Akamai] could help him." [67] Akamai agreed to provide the support that Clarke requested and when the Code Red virus struck on July 19, it was able to stop the attack by deflecting the requests that threatened to overload the White House website's server to Akamai servers around the world. [68] Clarke presumably talked to Lewin when he visited Akamai since, as its chief technology officer, Lewin "effectively ran the company," according to Lior Netzer, who worked at Akamai at the time. [69] Ironically, just weeks later, the two men were key figures in the events of September 11. While Lewin was the first victim of the hijackings, Clarke was in the White House Situation Room when America was under attack and played a major role in coordinating the government's response to the crisis. LEWIN WAS ESPECIALLY TALENTED It is also curious that the first person killed in such a major historical event as 9/11 was an important historical figure, albeit little known for what he had achieved. Daniel Lewin was in fact an unusually talented and successful man. "In purely objective terms, Danny was an extraordinary human being," Marco Greenberg commented. [70] The entrepreneur was "exceptionally smart," according to Leighton. [71] Todd Dagres, who met Lewin when he was studying at MIT, described him as "intellectually brilliant" and "creatively brilliant." [72] Even as a child, Lewin had "seemingly limitless talents," Molly Knight Raskin noted. He had such a beautiful singing voice that he was given leading roles in the musicals staged at his synagogue and he was also an extremely gifted violinist. At school, he excelled academically and in athletics. [73] He could "outrun and outplay all of his classmates on the sports field," according to Raskin. [74] Micah Lakin Avni, who was friends with him as a teenager, described Lewin as "smarter, stronger, more driven, more charismatic, and more energetic than anyone that I have ever met." [75] LEWIN EXCELLED AT UNIVERSITY As previously mentioned, Lewin excelled in the Israel Defense Forces, becoming one of only a small number of recruits to be accepted into the Sayeret Matkal and then being promoted to the rank of captain in the elite unit. His achievements continued after he left the military. The first university he attended--the Technion--is Israel's premier technology university. And in 1995, it named him the year's outstanding student in computer engineering. [76] While he was studying there, he also worked at IBM's research laboratory in Haifa and helped develop the Genesys system, a processor verification tool that was used widely at IBM and other companies. He graduated from the Technion with highest honors. [77] Then, in 1996, he applied to study at the Massachusetts Institute of Technology on one of the top 10 computer science programs in the United States. [78] That year, only 100 out of over 2,000 applicants were accepted into the elite Laboratory for Computer Science at MIT and only five of these joined the theory group run by Tom Leighton, a professor of applied mathematics who was one of the world's leading authorities on algorithms for computing. Lewin was one of these five people. [79] Leighton noted that, upon commencing his studies at MIT, Lewin soon stood out for his intellectual brilliance and his uninhibited personality. [80] In 1998, he was one of just a few MIT students to be awarded the Morris Joseph Levin Award for the Best MasterWorks Oral Thesis Presentation, for a paper he delivered in May that year. [81] LEWIN BECAME A BILLIONAIRE His biggest achievements, though, were with Akamai. With his work at the company, Lewin established himself as "one of the Internet generation's chief innovators," according to the Jerusalem Post, and by 2001, Leighton noted, he "was widely recognized as one of the most influential technologists of his generation." [82] Akamai's rise to success was rapid and the company quickly gained some major customers. By June 1999, less than a year after it was established, these included 20 of the most popular websites, such as CNN Interactive, the New York Times, and Yahoo! [83] Earlier that year, Akamai was even contacted by Steve Jobs, the renowned co-founder of Apple Computers, who said he wanted to buy the company. (It declined his offer.) [84] And by the time Lewin died, just three years after it was established, Akamai employed 1,500 people. [85] The company's initial public offering in October 1999 was particularly successful. On the first day of trading, Akamai shares increased in value by 458 percent, the fourth biggest climb ever for an IPO. Lewin was then, on paper, worth more than $1.8 billion. The Israeli newspaper Haaretz called him "one of the richest Israelis in the world." [86] Lewin received recognition for his success at Akamai. In April 2001, Forbes magazine placed him at number 72 in its annual list of "100 Highest Rollers," which comprised the highest earners working in information technology. [87] And in July 2001, Enterprise Systems magazine placed him seventh in its "Power 100" list of leaders in information technology. [88] Akamai's success continued after Lewin died. By 2013, the company regularly controlled between 15 and 30 percent of the world's Internet traffic, and delivered content for such well-known companies as Facebook, Twitter, and Apple's iTunes. It had offices around the world and over 3,500 employees. But its core technology still relied on the algorithms created by Lewin and Leighton. [89] The impact of Lewin's work, Leighton commented in 2002, "will be felt throughout the high-tech industry for many years to come." [90] LEWIN WAS CONSIDERED A POTENTIAL FUTURE ISRAELI PRIME MINISTER In light of how much he achieved by the age of 31, people have wondered what else Lewin would have accomplished if he had not died on September 11. CNN suggested that "he could have become a high-tech household name, like Bill Gates or Steve Jobs." [91] Others concurred. "There was talk that he would be Bill Gates' successor," Gil Rudawsky, a childhood friends of Lewin's, wrote. [92] Writer and content strategist Craig Playstead, who worked for Akamai from 1999 to 2001, commented: "There's no doubt in my mind that Danny Lewin would have gone down in the same breath as the tech titans of today if he were still around. [Mark] Zuckerberg, the Google twins [Larry Page and Sergey Brin], [Bill] Gates, the list goes on. He was in that league." [93] Some people said he would have moved on to a career in politics. "Danny always thought that he might like to come back [to Israel] and enter Israeli politics, and influence the political situation," his brother Jonathan commented. [94] It has even been suggested that he was a possible future prime minister. Indeed, one of his dreams was to become prime minister of Israel. When his friend Micah Lakin Avni visited him in 2000, Lewin said that "eventually he would return to Israel, we would set up a political party, and he would become prime minister." He said he would "spend hundreds of millions of dollars of [his] own money on the election campaign" and would "win an absolute majority in [the] Knesset." Avni believed Lewin could have achieved his goal. "I have no doubt that if he had not been murdered on 9/11, Danny would have eventually returned to Israel and he would have become prime minister," he opined. [95] STORY OF LEWIN'S DEATH INCLUDES CONTRADICTIONS It is curious that the first person to die in such an unprecedented event as 9/11 was a man with such a unique and remarkable life story. There are aspects of this story, however, that need to be investigated. Certainly, the official story of how Daniel Lewin was murdered seems highly unlikely and ought to be examined more closely than has so far been the case. Could Satam al Suqami really have killed Lewin? Lewin should have easily fought him off. He was bigger and surely far stronger than the young Saudi, and must have had vastly superior fighting skills. But if the official story of what happened to Lewin on Flight 11 is false, what really happened to the young entrepreneur? How did evidence revealing an incorrect story about his death come about and how was it possible for this story to be accepted as true? Specific anomalies ought to be probed. These include the apparently false evidence that Lewin was shot rather than killed with a knife. The 9/11 Commission commented that it found it "troubling" that FAA security inspector Janet Riffe said American Airlines manager Suzanne Clark told her Lewin had been shot but Clark denied doing so. "This discrepancy is a problem that we should at least try to resolve if we can," it stated. However, it is unclear whether the 9/11 Commission ever got to the bottom of the issue. [96] Additionally, why did Betty Ong and Amy Sweeney initially state incorrectly that they were on "Flight 12," not Flight 11, in their calls from the hijacked plane? Would two experienced flight attendants both make an error over such a rudimentary detail? And why did Ong and Sweeney contradict each other over whether Lewin was being treated by a doctor, with Sweeney saying he was being cared for by a doctor and a nurse while Ong said there were no doctors on the plane? Sweeney said she was sitting next to Ong when she was making her calls and so the two women should have been receiving details of what was happening on the plane from the same sources. [97] How then could they have given authorities on the ground conflicting information about this issue? The calls made by Ong and Sweeney were the only sources for the official story of Lewin's death, and so it is concerning that they contain these blatant anomalies. Was there more to them than the official story of 9/11 suggests? If there was, can the account of what happened to Lewin provided by the two flight attendants be believed? LEWIN WAS COMMITTED TO 'WIPING OUT TERRORISM' There are other parts of Lewin's story, in addition to the details of what happened to Lewin on Flight 11, that are curious. Whether these are significant in relation to the events of September 11 is unknown. All the same, they could be worth investigating, in case scrutiny of them reveals them to indeed be relevant. Lewin's membership in Israel's Sayeret Matkal is surely notable. It seems an incredible coincidence that the man who was reportedly the first victim of America's worst terrorist attack had served in "the most effective counterterrorism force in the world," whose members have "almost unmatched counterterrorism skills." Was it also just a coincidence that a man who is believed to have died while trying to protect the people on Flight 11 against terrorists had previously dedicated himself to the cause of "wiping out terrorism"? "As a soldier he believed that it was his job to risk his life to fight against people who were trying to do evil in the world," Lewin's brother, Jonathan, said. Jonathan Lewin added that Daniel Lewin believed that "the way to address terrorism was not to sit idly by and let innocent people be killed, but to actively go out and cut the head off the stick." [98] And was there any particular reason why Lewin told people that a "cataclysmic event that would cause people to turn to the Internet for information" would occur? Was his prediction of a catastrophic event, which turned out to be accurate, simply the result of good judgment or did he have at least some degree of foreknowledge of 9/11, or a disaster on the scale of it? COUNTERTERRORISM CHIEF LIKELY MET LEWIN BEFORE 9/11 An incident that should certainly be looked into is the visit made by White House counterterrorism chief Richard Clarke to Akamai in July 2001. Clarke's decision to request the company's help with protecting the White House website from the Code Red virus seems an odd choice. Tom Leighton suggested that his reason for approaching Akamai was that he had "figured out that we had a large edge network with a large number of servers close to where the users were and where the attacking bots were," and he "felt that if the traffic was directed through us, that the network had enough capacity to filter out the attack and protect the core." [99] However, Clarke surely ought to have sought help from a company with extensive experience in cybersecurity when the White House faced such a major threat. Indeed, the distributed denial of service attack that was subsequently caused by Code Red was "of such proportions that some feared parts of the Internet would shut down, unable to cope with the unprecedented flood of data," according to CNET News. Before it began on July 19, 2001, "Many thought the massive influx of data could slow parts of the Internet to a crawl." [100] Why then did Clarke approach a company with no experience in cybersecurity work? His decision to go to Akamai for assistance was also strange since he'd reportedly had no previous contact with the company. "We did not know him, but he somehow knew us," Leighton commented. [101] Surely, considering the seriousness of the threat, he should have gone to a company he had dealt with before and so knew from his own experience was reliable? If Lewin talked to Clarke when the counterterrorism chief visited Akamai, as seems likely, it would mean two men who played key roles when America was attacked on September 11 met each other, apparently for the first time, just two months before the attacks occurred. For this to happen due to chance would have been an incredible coincidence. It is therefore worth considering if there was an ulterior motive behind Clarke's visit to Akamai. Were there reasons, besides the threat of the Code Red virus, for it? And was this really the first time Clarke contacted Akamai or had he met at least some of its executives--perhaps including Lewin--before? LEWIN'S STORY RECEIVED LITTLE ATTENTION It is curious that the first person to die during such an important and historical event as 9/11 happened to be unusually talented and successful. Was this a coincidence or is there more to it? There are probably numerous possible nefarious reasons why such a scenario could have occurred. As just one example, people involved with planning 9/11 may have wanted the first victim of the attacks to be a particularly well-regarded person so as to increase the amount of outrage the attacks would cause. They selected Lewin for this unfortunate role because they determined he was someone who stood out from the crowd and would therefore be particularly missed. (Indeed, a memorial service for him at MIT was attended by over 1,000 people. [102]) They then found a way to ensure he would take Flight 11 on September 11. Something that may support this possibility is the claim that Lewin was only on the doomed flight because of a change of schedule. As previously mentioned, he was originally meant to fly to Los Angeles with some other Akamai executives on September 10, according to one of his colleagues. [103] Although he supposedly took a later flight so he could deal with soe issues at Akamai headquarters, it is surely possible that there was a different as yet unknown reason for his change of plans. But while Lewin was an exceptional man, relatively little attention has been paid to his extraordinary and fascinating life story, including his key role in the events of September 11. Molly Knight Raskin said she was astonished that many years after 9/11 she had been unaware of the story of the first victim of the attacks. "I lived in New York City on September 11th, 2001 ... and I was just really surprised that in all of the stories that came out of that day, I had never heard his," she commented. She was also surprised that Lewin had achieved so much in his short life. "When I heard Danny's story, my first response was: 'This can't be true. This person cannot possibly have accomplished all this by such a young age,'" she recalled. [104] She remarked that as a journalist she knew from experience that Lewin's story was something that was "begging to be told" and so ought to have been reported extensively. [105] Might the lack of attention have come about because authorities feared that awareness of suspicious aspects of it could have caused people to start wondering whether there was more to the events of September 11 than the official narrative of 9/11 suggests? In particular, greater attention to Lewin's story could have led people to question the dubious official account of how Lewin was murdered. Daniel Lewin's story should surely receive more attention. DOB This officer was on special detail at the above location diverting j traffic from further travel on Rt 3 east re-routing the traffic north on Rtl20 and 3 west . While diverting traffic, this officer was informed by dispatch of a national broadcast related to the terrorist attack earlier in the day. The information relayed was to be on the look out for a 2000 chevy van color white NJ registration JYJ13Y occupied with approximately 3 or more individuals (unclear as to male or female) . A short time later this officer observed a van traveling quite slower than the rest of traffic east towards me on the service road that appeared to be a newer model chevy with at least two occupants. I immediately informed Sgt Rivelli (The OIC at the scene) of the possibility of a match on the vehicle. As this officer approached the vehicle I did not observe a front license plate. I went to the rear of the vehicle and observed the license plate (NJ JRJ13Y) I felt that the one letter difference in the plate could have been a mistake and requested a confirmation. The return transmission revealed the plate on the van matched the broadcast so at this time I returned to the driver door and requested the driver to stop the vehicle and exit. The Driver did not immediately exit the vehicle and was asked several more times but he appeared to be fumbling with a black leather fanny pouch type of bag. This officer then physically removed him. SGT Rivelli removed the passenger and one other passenger from the passenger side of the van and with minor assistance from officer in training T.Yannacone the other two occupants were removed placed on the grass off to the shoulder and this officer read all five individuals their miranda rights. The van was secured and headquarters was requested to immediately notify the County Bomb Squad and FBI of the situation. All occupants were transported to the state police facilities inside the Meadowlands sports complex by State Troopers to await the arrival of the FBI . The occupants were (Driver) Mr.Sivan Kurzberg w/m dob 02/02/78 addressess given: 100 Laurence Brooklyn NY and Pohtkua Israel wearing blue jeans torn knees and a gray and black shirt. Yaron Shimuel w/m dob 11/21/75 1345 Drexel Ave #6 Miami Beach Fl 33139 Wearing jean overalls. Baul Kurzberg 02/24/74 no address given/ wearing a pink shirt and blue jeans. While on a traffic detail diverting traffic to Rt . 120 as Rt . 3 east was closed, we were informed by our desk officer PO Ciravolo, that there was a broadcast looking for a 2000 white Chevy van, NJ reg . JYJ-13Y, occupied by at least 3 people. After a short period of time, PO DeCarlo, who was on - the - traffic detail with me, advised me that a van which was slowly approaching us matches that description of the broadcast. PO DeCarlo approached the driver's side of the vehicle and I approached the passenger side . I was able to see at least 4 people in the van, two in the front and two in the back. Officer DeCarlo read the plate number and I contacted the desk for confirmation on the plate number. PO DeCarlo advised me that the plate #, NJ reg. JRJ-13Y is one number off. He then contacted Hq and then it was confirmed that the plate on the vehicle was in fact the plate that the FBI had stated in the broadcast. While PO DeCarlo was removing the driver from the vehicle, I removed the front seat passenger and one of the rear seat passengers. As I was removing the front seat passenger he stated "we're Isreali". He was identified, via Isreal passport as Oded Ellner, W/M Dob 12/06/75 of Isreal. He advised me that they were on their way to Lawrence St. in Brooklyn where they are staying with a roommate. He did not have the exact address. D/Capt Felten and Det .Yannacone arrived at the scene. All five males were handcuffed and PO DeCarlo read them their miranda warnings. All five spoke and understood English and they acknowledged their understanding of miranda. But the more important failure was cultural, ideological, and political. Since then, the U.S. addressed some of its security failure, but it continues to fail in the other areas. Arabs equally live in failure as if the towers have not collapsed.If U.S. security agencies had been successful (in thwarting the 9/11 attacks) would the world be much different than it is today? In reality, not much in depth, but very much on the surface. America would not have invaded Iraq nor even Afghanistan, despite what is being said about the plans of the neo-conservatives. Saddam Hussein would still be in his job, and so would Mullah Omar and Osama Ben Laden.We have to remember that the Arab world was the one to stand against Colin Powell's plan of imposing `smart sanctions' against Iraq. Sanctions would have been sufficient to keep Saddam in power for another 100 years as well as maintaining the flow of oil to the U.S. at the lowest of prices in return for easing the suffering of the Iraqi people. This excess and indulgence pose questions regarding American culture, morals and values. It make us pose that big question by Bush and the theorists of American politics: `Why do they hate us?' to them in reverse: Why do you hate us?!" -- "Two terrorist camps play with the fate of mankind" Mahmoud Al-Rimawi writes on the op-ed page of semi- official, influential Arabic daily Al-Rai (09/12): "One of the most interesting outcomes of the September catastrophe is that it opened the door for an even more dangerous type of terrorism carried out by states and armies, complete with full ideological ammunition based on illusions of a monopoly on righteousness and virtue, and on the right to carry out genocide and ethnic cleansing. HALE JORDAN MEDIA: 9/11 EDITORIALS TURN ANGRY Created 2004-09-17 Released 2011-08-26 1. (SBU) Summary: Opinion columns published around the 9/11 anniversary in Jordan reflected a depressed and angry tone, with many writers railing against a U.S. response to the attacks they claim has undermined global security. One writer said the time for sympathy with America was over, and accused Arab satellite networks of serving the U.S. agenda by continuing to offer sympathetic portrayals of the families of 9/11 victims. A recurrent theme was despair of a "new-conservative takeover" of the U.S. Government in the wake of the attacks that adopted Israel's interests as paramount in the response to 9/11. A number of articles raised doubts about Al-Qaeda responsibility for the attacks reflecting a persistent, if perhaps minority, view among the public. Finally, a relatively few writers bucked these trends, offering introspection and lamenting both the conditions in the Arab world that give rise to terrorism and a continued failure by both East and West to solve root causes. End summary. 2. (SBU) In our third 9/11 anniversary at this post, we have seen a steadily deteriorating response on editorial pages to the occasion, from sympathy mixed with apprehension (2002); to shock, disillusion and despair in the wake of the Iraq War (2003); to this year's mix of a more robust anger and heavy cynicism about U.S. motives in the region. There is a feeling reflected of international security coming unhinged, with the U.S. embarked on a military-dominated agenda in which no corner of the Arab world is safe. Of course, these are the views of Jordanian editorialists and opinion writers with all their biases, contradictions and hyperbole well known. Yet, there does not seem to be a great distance between their rantings on these subjects and that of the public, which feels squeezed and powerless between conflicts surrounding Jordan in which the U.S. role is viewed extremely unfavorably. What strikes us this year is the consistency and intensity of the anger directed at the U.S., with hostility towards Al Qaeda attackers and their aims fading steadily from most analyses. ------------------ America, Unleashed ------------------ 3. (U) Perhaps the dominant theme in this year's 9/11 navel gazing was that of a tethered pre-9/11 U.S. unleashed by the attacks to run amok on the world. This view was generally conflated with the idea that the U.S. exploited the worldwide outpouring of sympathy that followed 9/11. A sub-theme alleges that neo-conservatives and pro-Israeli religious elements seized control of the nation's post 9/11 foreign policy. An example of the genre came in a 9/13 piece by Ghassan Muamar in the newly-launched "al Ghad": "There is a new reality at work wherein extremist religious trends in the United States, that are based on principles of extremism and exaggeration in the interpretation of the Christian belief and whose objectives match those of the Zionist state, have taken control of the White House, and have placed the importance of Israel's existence, survival and safety opposite that of mankind's safety and international security." Also in "Al Ghad" on 9/11 came this piece from daily columnist Samih Al Ma'ayteh: "The weeks that followed the attacks of September 11 brought to the U.S. much sympathy, even from Arabs and moderate Islamist movements who condemned the attacks. But the U.S. was not concerned with this outpouring of sympathy...Under the pretext of fighting terror, the U.S. administration went berserk." ------------------------------ Doubt and Denial, Still on Tap ------------------------------ 4. (U) Those who persist in the belief that the CIA or the Mossad or parties as yet unknown carried out the 9/11 attacks also had their say. Mohammad Amayreh wrote in Al Dustoor on 9/11: "America has gone to excess in its vengefulness, assuming it had the right of revenge to start with, after it found or fabricated information that allowed it to blame Arabs and Muslims for the quake that shook it and the world." In a particularly ugly, anti-Semitic screed, Khalil Sawahiri writes 9/13 in Al Dustoor: "Since matters are judged by their results, the American September is without a doubt of American Jewish making and achieved its objectives on many levels, the most serious of which is the crime of changing (education) curricula away from its religious, humanitarian and civilizational bases, as well as instigating hatred against Islam and Muslims and turning them into outcasts wherever they go." The same paper's 9/12 unsigned editorial continues the theme: "What are the Arabs and Muslims guilty of when all the evidence showed that Osama Bin Laden and his organization were the creation of the American intelligence aparatus?..With all good intentions we wanted to be part of a world that rejects violence and condemns terrorism, a world where we mourn American victims and Americans mourn our victims. But those who planned to take control of the world, to steal its oil and riches, and to put all the people under Israel's control knew that what happened was part of the plan." ------------------------------ Introspection and Root Causes ----------------------------- 5. (SUB) A smaller number of writers offered introspection and a more pragmatic, if depressed, response to the anniversary. Generally secular and liberal in outlook and relatively few in number, these voices have paradoxically been empowered by the September 11 attacks, able now to offer a secular liberal critique of the state of Arab society in much the same spirit of those behind the UN Arab Human Development Report(s). Bater Wardam, a leader of this trend in Jordan, wrote 9/13 in Al Dustoor in response to those who continue to deny Al Qaeda responsibility for the 9/11 attacks: "It is time to grow up and find the courage to diagnose the bitter reality that we, ourselves, have created and from which our enemies are benefiting...the idea of raising photos of Bin Laden and considering him a hero is the expression of a huge malfunction in the Muslim mind that must be addressed." Another writer asked readers to consider what would not have occurred but for 9/11: "If the U.S. security agencies had been successful (in thwarting the attacks) would the world be much different than it is today?...America would not have invaded Iraq nor even Afghanistan, despite what is being said about the plans of the neo-conservatives. (U) A related theme was lamentation that the world had yet to come together to identify and address root causes for terrorism and the ongoing conflict. The moderate, English language Jordan Times editorialized 9/13: "The United States and the international community must dig deeper in search for the real reasons that prompt people to commit acts of terrorism. Is it only economic deprivation or poverty that drive people to despair? Is it the denial of freedom and democracy? Or is it something else that has yet to be identified?" Writing on 9/11, influential Palestinian writer Uraib Rintawi claimed to know the root causes and warned the U.S. of the consequences of its policies: "Washington knows full well that the end of its war on terror is still very far off. What it has not seemed to learn is that its policies, which have only grown in arrogance and disregard for the just causes of Arabs and Muslims since September 11, sow more seeds of hatred and make greater areas fertile ground for Arab and Islamic enmity for Washington and its policies. Mossad ran 9/11 Arab "hijacker" terrorist operation By Wayne Madsen British intelligence reported in February 2002 that the Israeli Mossad ran the Arab hijacker cells that were later blamed by the U.S. government's 9/11 Commission for carrying out the aerial attacks on the World Trade Center and Pentagon. WMR has received details of the British intelligence report which was suppressed by the government of then-Prime Minister Tony Blair. A Mossad unit consisting of six Egyptian- and Yemeni-born Jews infiltrated "Al Qaeda" cells in Hamburg (the Atta-Mamoun Darkanzali cell), south Florida, and Sharjah in the United Arab Emirates in the months before 9/11. The Mossad not only infiltrated cells but began to run them and give them specific orders that would eventually culminate in their being on board four regularly-scheduled flights originating in Boston, Washington Dulles, and Newark, New Jersey on 9/11. The Mossad infiltration team comprised six Israelis, comprising two cells of three agents, who all received special training at a Mossad base in the Negev Desert in their future control and handling of the "Al Qaeda" cells. One Mossad cell traveled to Amsterdam where they submitted to the operational control of the Mossad's Europe Station, which operates from the El Al complex at Schiphol International Airport. The three-man Mossad unit then traveled to Hamburg where it made contact with Mohammed Atta, who believed they were sent by Osama Bin Laden. In fact, they were sent by Ephraim Halevy, the chief of Mossad. The second three-man Mossad team flew to New York and then to southern Florida where they began to direct the "Al Qaeda" cells operating from Hollywood, Miami, Vero Beach, Delray Beach, and West Palm Beach. Israeli "art students," already under investigation by the Drug Enforcement Administration for casing the offices and homes of federal law enforcement officers, had been living among and conducting surveillance of the activities, including flight school training, of the future Arab "hijacker" cells, particularly in Hollywood and Vero Beach. In August 2001, the first Mossad team flew with Atta and other Hamburg "Al Qaeda" members to Boston. Logan International Airport's security was contracted to Huntleigh USA, a firm owned by an Israeli airport security firm closely connected to Mossad — International Consultants on Targeted Security – ICTS. ICTS's owners were politically connected to the Likud Party, particularly the Netanyahu faction and then-Jerusalem mayor and future Prime Minister Ehud Olmert. It was Olmert who personally interceded with New York Mayor Rudolph Giuliani to have released from prison five Urban Moving Systems employees, identified by the CIA and FBI agents as Mossad agents. The Israelis were the only suspects arrested anywhere in the United States on 9/11 who were thought to have been involved in the 9/11 attacks. The two Mossad teams sent regular coded reports on the progress of the 9/11 operation to Tel Aviv via the Israeli embassy in Washington, DC. WMR has learned from a Pentagon source that leading Americans tied to the media effort to pin 9/11 on Arab hijackers, Osama Bin Laden, and the Taliban were present in the Israeli embassy on September 10, 2001, to coordinate their media blitz for the subsequent days and weeks following the attacks. It is more than likely that FBI counter-intelligence agents who conduct surveillance of the Israeli embassy have proof on the presence of the Americans present at the embassy on September 10. Some of the Americans are well-known to U.S. cable news television audiences. In mid-August, the Mossad team running the Hamburg cell in Boston reported to Tel Aviv that the final plans for 9/11 were set. The Florida-based Mossad cell reported that the documented "presence" of the Arab cell members at Florida flight schools had been established. The two Mossad cells studiously avoided any mention of the World Trade Center or targets in Washington, DC in their coded messages to Tel Aviv. Halevy covered his tracks by reporting to the CIA of a "general threat" by an attack by Arab terrorists on a nuclear plant somewhere on the East Coast of the United States. CIA director George Tenet dismissed the Halevy warning as "too non-specific." The FBI, under soon-to-be-departed director Louis Freeh, received the "non-specific" warning about an attack on a nuclear power plant and sent out the information in its routine bulletins to field agents but no high alert was ordered. The lack of a paper trail pointing to "Al Qaeda" as the masterminds on 9/11, which could then be linked to Al Qaeda's Mossad handlers, threw off the FBI. On April 19, 2002, FBI director Robert Mueller, in a speech to San Francisco's Commonwealth Club, stated: "In our investigation, we have not uncovered a single piece of paper — either here in the United States, or in the treasure trove of information that has turned up in Afghanistan and elsewhere — that mentioned any aspect of the September 11 plot." The two Mossad "Al Qaeda" infiltration and control teams had also helped set up safe houses for the quick exfiltration of Mossad agents from the United States. Last March, WMR reported: "WMR has learned from two El Al sources who worked for the Israeli airline at New York’s John F. Kennedy airport that on 9/11, hours after the Federal Aviation Administration (FAA) grounded all civilian domestic and international incoming and outgoing flights to and from the United States, a full El Al Boeing 747 took off from JFK bound for Tel Aviv’s Ben Gurion International Airport. The two El Al employee sources are not Israeli nationals but legal immigrants from Ecuador who were working in the United States for the airline. The flight departed JFK at 4:11 pm and its departure was, according to the El Al sources, authorized by the direct intervention of the U.S. Department of Defense. U.S. military officials were on the scene at JFK and were personally involved with the airport and air traffic control authorities to clear the flight for take-off. According to the 9/11 Commission report, Transportation Secretary Norman Mineta ordered all civilian flights to be grounded at 9:45 am on September 11." WMR has learned from British intelligence sources that the six-man Mossad team was listed on the El Al flight manifest as El Al employees. WMR previously reported that the Mossad cell operating in the Jersey City-Weehawken area of New Jersey through Urban Moving Systems was suspected by some in the FBI and CIA of being involved in moving explosives into the World Trade Center as well as staging "false flag" demonstrations at least two locations in north Jersey: Liberty State Park and an apartment complex in Jersey City as the first plane hit the World Trade Center's North Tower. One team of Urban Moving Systems Mossad agents was arrested later on September 11 and jailed for five months at the Metropolitan Detention Center in Brooklyn. Some of their names turned up in a joint CIA-FBI database as known Mossad agents, along with the owner of Urban Moving Systems, Dominik Suter, whose name also appeared on a "Law Enforcement Sensitive" FBI 9/11 suspects list, along with the names of key "hijackers," including Mohammed Atta and Hani Hanjour, as well as the so-called "20th hijacker," Zacarias Moussaoui. Suter was allowed to escape the United States after the FBI made initial contact with him at the Urban Moving Systems warehouse in Weehawken, New Jersey, following the 9/11 attacks. Suter was later permitted to return to the United States where he was involved in the aircraft parts supply business in southern Florida, according to an informe3d source who contacted WMR. Suter later filed for bankruptcy in Florida for Urban Moving Systems and other businesses he operated: Suburban Moving & Storage Inc.; Max Movers, Inc.; Invsupport; Woodflooring Warehouse Corp.; One Stop Cleaning LLC; and City Carpet Upholstery, Inc. At the time of the bankruptcy filing in Florida, Suter listed his address as 1867 Fox Court, Wellington, FL 33414, with a phone number of 561 204-2359. From the list of creditors it can be determined that Suter had been operating in the United States since 1993, the year of the first attack on the World Trade Center. In 1993, Suter began racking up American Express credit card charges totaling $21,913.97. Suter also maintained credit card accounts with HSBC Bank and Orchard Bank c/o HSBC Card Services of Salinas, California, among other banks. Suter also did business with the Jewish Community Center of Greater Palm Beach in Florida and Ryder Trucks in Miami. Miami and southern Florida were major operating areas for cells of Israeli Mossad agents masquerading as "art students," who were living and working near some of the identified future Arab "hijackers" in the months preceding 9/11. ABC's 20/20 correspondent John Miller ensured that the Israeli connection to "Al Qaeda's" Arab hijackers was buried in an "investigation" of the movers' activities on 9/11. Anchor Barbara Walters helped Miller in putting a lid on the story about the movers and Suter aired on June 21, 2002. Miller then went on to become the FBI public affairs spokesman to ensure that Mueller and other FBI officials kept to the "Al Qaeda" script as determined by the Bush administration and the future 9/11 Commission. But former CIA chief of counter-terrorism Vince Cannistraro let slip to ABC an important clue to the operations of the Mossad movers in New Jersey when he stated that the Mossad agents "set up or exploited for the purpose of launching an intelligence operation against radical Islamists in the area, particularly in the New Jersey-New York area." The "intelligence operation" turned out to have been the actual 9/11 attacks. And it was no coincidence that it was ABC's John Miller who conducted a May 1998 rare interview of Osama Bin Laden at his camp in Afghanistan. Bin Laden played his part well for future scenes in the fictional "made-for-TV" drama known as 9/11. WMR has also learned from Italian intelligence sources that Mossad's running of "Al Qaeda" operatives did not end with running the "hijacking" teams in the United States and Hamburg. Other Arab "Al Qaeda" operatives, run by Mossad, were infiltrated into Syria but arrested by Syrian intelligence. Syria was unsuccessful in turning them to participate in intelligence operations in Lebanon. Detailed information on Bin Laden's support team was offered to the Bush administration, up to days prior to 9/11, by Gutbi al-Mahdi, the head of the Sudanese Mukhabarat intelligence service. The intelligence was rejected by the Biush White House. It was later reported that Sudanese members of "Al Qaeda's" support network were double agents for Mossad who had also established close contacts with Yemeni President Ali Abdullah Saleh and operated in Egypt, Saudi Arabia, and Eritrea, as well as Sudan. The Mossad connection to Al Qaeda in Sudan was likely known by the Sudanese Mukhabarat, a reason for the rejection of its intelligence on "Al Qaeda" by the thoroughly-Mossad penetrated Bush White House. Yemen had also identified "Al Qaeda" members who were also Mossad agents. A former chief of Mossad revealed to this editor in 2002 that Yemeni-born Mossad "deep insertion" commandos spotted Bin Laden in the Hadhramaut region of eastern Yemen after his escape from Tora Bora in Afghanistan, following the U.S. invasion. French intelligence determined that other Egyptian- and Yemeni-born Jewish Mossad agents were infiltrated into Sharjah in the United Arab Emirates as radical members of the Muslim Brotherhood. However, the "Muslim Brotherhood" agents actually were involved in providing covert Israeli funding for "Al Qaeda" activities. On February 21, 2006, WMR reported on the U.S. Treasury Secretary's firing by President Bush over information discovered on the shady "Al Qaeda" accounts in the United Arab Emirates: "Banking insiders in Dubai report that in March 2002, U.S. Secretary of Treasury Paul O’Neill visited Dubai and asked for documents on a $109,500 money transfer from Dubai to a joint account held by hijackers Mohammed Atta and Marwan al Shehhi at Sun Trust Bank in Florida. O'Neill also asked UAE authorities to close down accounts used by Al Qaeda . . . . The UAE complained about O’Neill’s demands to the Bush administration. O’Neill’s pressure on the UAE and Saudis contributed to Bush firing him as Treasury Secretary in December 2002 " O'Neill may have also stumbled on the "Muslim Brotherhood" Mossad operatives operating in the emirates who were directing funds to "Al Qaeda." After the collapse of the Soviet Union and the rise to power of the Taliban in Afghanistan, Sharjah's ruler, Sultan bin Mohammed al-Qasimi, who survived a palace coup attempt in 1987, opened his potentate to Russian businessmen like Viktor Bout, as well as to financiers of radical Muslim groups, including the Taliban and "Al Qaeda." Moreover, this Israeli support for "Al Qaeda" was fully known to Saudi intelligence, which approved of it in order to avoid compromising Riyadh. The joint Israeli-Saudi support for "Al Qaeda" was well-known to the Sharjah and Ras al Khaimah-based aviation network of the now-imprisoned Russian, Viktor Bout, jailed in New York on terrorism charges. The presence of Bout in New York, a hotbed of Israeli intelligence control of U.S. federal prosecutors, judges, as well as the news media, is no accident: Bout knows enough about the Mossad activities in Sharjah in support of the Taliban and Al Qaeda in Afghanistan, where Bout also had aviation and logistics contracts, to expose Mossad as the actual mastermind behind 9/11. Bout's aviation empire also extended to Miami and Dallas, two areas that were nexuses for the Mossad control operations for the "Al Qaeda" flight training operations of the Arab cell members in the months prior to 9/11. Bout's path also crossed with "Al Qaeda's" support network at the same bank in Sharjah, HSBC. Mossad's phony Muslim Brotherhood members from Egypt and Yemen controlled financing for "Al Qaeda" through the HSBC accounts in Sharjah. Mossad's Dominik Suter also dealt with HSBC in the United States. The FBI's chief counter-terrorism agent investigating Al Qaeda, John O'Neill, became aware of the "unique" funding mechanisms for Al Qaeda. It was no mistake that O'Neill was given the job as director of security for the World Trade Center on the eve of the attack. O'Neill perished in the collapse of the complex.Mossad uses a number of Jews born in Arab countries to masquerade as Arabs. They often carry forged or stolen passports from Arab countries or nations in Europe that have large Arab immigrant populations, particularly Germany, France, Britain, Denmark, Sweden, and the Netherlands. For Mossad, the successful 9/11 terrorist "false flag" operation was a success beyond expectations. Then-Israeli Finance Minister Binyamin Netanyahu commented on the 9/11 attacks on U.S. television shortly after they occurred. Netanyahu said: "It is very good!"
